Under current law, there exists a budget stabilization fund. When the fund was
initially created in 1985 Wisconsin Act 120, the act provided that moneys in the
budget stabilization fund were reserved to provide state revenue stability during
periods of below-normal economic activity when actual state revenues were lower
than estimated revenues. This expenditure provision was eliminated in 2001
Wisconsin Act 16
. This bill restores the original restriction on expenditures from the
budget stabilization fund.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB175,1 3Section 1. 25.60 of the statutes is amended to read:
SB175,2,2 425.60 Budget stabilization fund. There is created a separate nonlapsible
5trust fund designated as the budget stabilization fund, consisting of moneys
6transferred to the fund from the general fund under ss. 13.48 (14) (c), 16.518 (3), and
716.72 (4) (b). Moneys in the budget stabilization fund are reserved to provide state

1revenue stability during periods of below-normal economic activity when actual
2state revenues are lower than estimated revenues under s. 20.005 (1).
