AB243,1,3 An Act to amend 29.324 (2) (intro.); and to create 29.324 (1) (c) and (d) and 29.324 (4) of the statutes; relating to: restrictions on hunting antlerless deer by members of a group hunting party.

Analysis by the Legislative Reference Bureau

Current rules promulgated by the Department of Natural Resources (DNR) provide that with each license that DNR issues to a person who is under 18 years of age that authorizes deer hunting with a firearm, DNR must also issue a carcass tag that authorizes the taking of one antlerless deer in specified locations in this state (youth carcass tag). Current law also authorizes a person who is a member of a group hunting party to kill a deer for another member of the party if the person who kills the deer is in contact with the person for whom the deer is killed and the person for whom the deer is killed possess a current unused deer carcass tag.

This bill prohibits a member of a group deer hunting party from using a youth carcass tag issued to another member of the party in order to kill an antlerless deer for the member of the party holding the youth carcass tag.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB243,1 Section 1. 29.324 (1) (c) and (d) of the statutes are created to read:

AB243,2,3 29.324 (1) (c) "Youth deer license" means a license that is issued by the department to a person who is under the age of 18 and that authorizes the hunting of deer with a firearm.

AB243,2,5 (d) "Youth deer tag" means a carcass tag that authorizes the taking of one antlerless deer and that is issued by the department with a youth deer license.

AB243,2 Section 2. 29.324 (2) (intro.) of the statutes is amended to read:

AB243,2,9 29.324 (2) (intro.) Any Except as provided in sub. (4), any member of a group deer hunting party may kill a deer for another member of the group deer hunting party if both of the following conditions exist:

AB243,3 Section 3. 29.324 (4) of the statutes is created to read:

AB243,2,13 29.324 (4) If the department issues youth deer tags, no member of a group deer hunting party may use a youth deer tag issued to another member of the group deer hunting party to kill an antlerless deer for that other member.
