This bill adds a heroin metabolite to the definition of a restricted controlled
substance for which a person's blood may be tested in order to determine whether a
person has operated a vehicle under the influence of a restricted controlled
substance.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1(1) This act first applies to violations committed or refusals occurring on the
2effective date of this subsection, but does not preclude the counting of other
3violations, convictions, suspensions, or revocations for purposes of administrative
4action by the department of transportation, sentencing by a court, or revocation or
5suspension of motor vehicle operating privileges.
