AB599,1,3 1An Act to repeal 301.068 (3m); and to create 301.068 (3m) of the statutes;
2relating to: grants for community services to reduce recidivism and making
3an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Corrections to award grants to local
workforce development boards to provide community services to reduce recidivism
and to improve opportunities for offenders to successfully complete their terms of
probation, parole, and extended supervision. This bill increases the appropriation
by $500,000 per fiscal year in the 2015-17 fiscal biennium and sunsets the grant
program on June 30, 2018.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB599,1 4Section 1. 301.068 (3m) of the statutes is created to read:
AB599,2,35 301.068 (3m) From the appropriation under s. 20.410 (1) (ds), the department
6shall award grants to local workforce development boards established under 29 USC

12832 to provide services under this section. The department shall establish a
2competitive process to award the grants and shall establish criteria and selection
3processes.
AB599,2 4Section 2. 301.068 (3m) of the statutes, as created by 2015 Wisconsin Act ....
5(this act), is repealed.
AB599,3 6Section 3. Nonstatutory provisions.
AB599,2,107 (1) The dollar amount increases under Section 4 (1) of this act may not result
8in a reallocation of funding under section 301.068 of the statutes. The department
9of corrections shall maintain the spending percentages allocated per program as are
10in effect on the effective date of this subsection.
AB599,4 11Section 4 . Fiscal changes.
AB599,2,1912 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation
13to the department of corrections under section 20.410 (1) (ds) of the statutes, as
14affected by the acts of 2015, the dollar amount for fiscal year 2015-16 is increased
15by $500,000 to fund grants under section 301.068 of the statutes. In the schedule
16under section 20.005 (3) of the statutes for the appropriation to the department of
17corrections under section 20.410 (1) (ds) of the statutes, as affected by the acts of
182015, the dollar amount for fiscal year 2016-17 is increased by $500,000 to fund
19grants under section 301.068 of the statutes.
AB599,5 20Section 5. Effective dates. This act takes effect on the day after publication,
21except as follows:
AB599,2,2322 (1) The repeal of section 301.068 (3m) of the statutes takes effect on June 30,
232018.
