This bill allows persons who are interested in supporting the Wisconsin Rocky
Mountain Elk Foundation, Whitetails Unlimited, the Boy Scouts of America, nurses

and the nursing profession, or certain efforts of Midwest Athletes Against Childhood
Cancer to obtain special motor vehicle registration plates.
Under current law, members of certain designated special groups may obtain
special registration plates for certain vehicles, including automobiles and motor
homes, that are owned or leased by special group members. A fee, in addition to the
regular registration fee for the particular kind of vehicle, is charged for the issuance
or reissuance of most special plates.
This bill establishes designated special groups for persons interested in
obtaining special plates expressing support for the Wisconsin Rocky Mountain Elk
Foundation, Whitetails Unlimited, the Boy Scouts of America, nurses and the
nursing profession, or the efforts of Midwest Athletes Against Childhood Cancer to
fund childhood cancer and related blood disorder research. In addition to the regular
vehicle registration fee, special group members for each group are required to pay
a $15 fee for issuance or reissuance of the special plates and to annually include
payment of $25 that provides funds to the Wisconsin Rocky Mountain Elk
Foundation, Whitetails Unlimited, the Boy Scouts of America, the Wisconsin
Organization of Nurse Executives, or Midwest Athletes Against Childhood Cancer.
The bill requires the special plates to display a logo or symbol associated with the
respective group. The Department of Transportation (DOT) may not issue these
special plates until DOT has obtained authority to use any applicable trademark or
service mark associated with the group on these special plates and until DOT
receives a contribution from any interested person or group in the amount of the
initial costs of production of these special plates or $23,700, whichever is less. After
DOT begins issuing special plates to any of these groups, if DOT receives, for two
consecutive calendar years, fewer than 500 registration renewal applications for
vehicles displaying these special plates and three years have elapsed since DOT first
began issuing these special plates or since the previous assessment of the number
of renewal applications, DOT must cease issuing the special plates for that group.
Also under current law, the identifying letters or numbers (registration
number) appearing on special plates issued to special group members, including
personalized special plates, may not exceed six positions. This bill allows special
plates to have a registration number of up to seven positions.

14automobile or motor home, or a motor truck, dual purpose motor home or dual
15purpose farm truck which has a gross weight of not more than 8,000 pounds, or a
16farm truck which has a gross weight of not more than 12,000 pounds, by any person
17who is a resident of this state and a member of an authorized special group, the
18department shall issue to the person special plates whose colors and design shall
19indicate that the vehicle is owned by a person who is a member of the applicable
20special group. The department may not issue any special group plates under par. (f)
2155., 60., or 61r. until 6 months after the department has received information
22sufficient for the department to determine that any approvals required for use of any
23logo, trademark, trade name or other commercial symbol designating the
24professional football team or professional baseball team or associated with
25Harley-Davidson, Inc., have been obtained. Subject to subs. (9) (d) and, (10) (d), (11)

the department may not issue any special group
2plates under par. (f) 61m. or, 63., or 65. to 68. until the department has received
3information sufficient for the department to determine that any license or other
4approval required for use of any logo, trademark or service mark, trade name or other
5commercial symbol to be used on or in association with these plates has been
6obtained. Notwithstanding s. 341.12 (2), if the department of corrections does not
7have flat-plate technology available for use in manufacturing license plates at
8quality and cost comparable to that available from the state of Minnesota, the
9department of transportation may not issue any special group plates under par. (f)
1059. unless the department of transportation purchases the plates from the state of
11Minnesota. Sections 16.70, 16.71, 16.72, 16.75, 16.752 to 16.755, 16.765, 16.77, and
1216.82 do not apply to purchases of plates issued under par. (f) 59. from the state of
13Minnesota.

16to the department's final estimate of the initial costs of production of the special
17group plates under par. (f) 65. or $23,700, whichever is less, from any person or group

19commence any development work necessary to implement the provisions of par. (f)
2065. and related provisions under this subsection and shall complete the development
21work within one year of its commencement. As soon as possible, the department
22shall post notice on the department's Internet site of its final estimate of the initial
23costs of production of the special group plates under par. (f) 65. The development
24work under this subd. 1m. c. shall be funded only from the appropriation under s.
2520.395 (4) (ch) from the contribution received by the department for purposes of this

1subd. 1m. c. No contribution received by the department under this subd. 1m. c. may
2be applied to any fee established under subd. 2. The department may not issue any
3special group plates under par. (f) 65. until the department has completed the
4development work specified in this subd. 1m. c. If, in the 3rd year beginning after
5special group plates under par. (f) 65. are first issued, or any 3rd year thereafter, the
6department receives, in the calendar year, fewer than 500 applications for
7registration renewal for vehicles for which these special plates were issued, the
8department shall inform Midwest Athletes Against Childhood Cancer that the
9special group plates will be discontinued if fewer than 500 applications are received
10in the following year. If, in that following calendar year, the department receives
11fewer than 500 applications for registration renewal for vehicles for which these
12special plates were issued, the department shall cease issuing special group plates
13under par. (f) 65.

7registration renewal for vehicles for which these special plates were issued, the
8department shall inform the Boy Scouts of America National Foundation that the
9special group plates will be discontinued if fewer than 500 applications are received
10in the following year. If, in that following calendar year, the department receives
11fewer than 500 applications for registration renewal for vehicles for which these
12special plates were issued, the department shall cease issuing special group plates
13under par. (f) 66.

12department shall cease issuing special group plates under par. (f) 67.

6applications for registration renewal for vehicles for which these special plates were
7issued, the department shall inform the Wisconsin Organization of Nurse Executives
8that the special group plates will be discontinued if fewer than 500 applications are
9received in the following year. If, in that following calendar year, the department
10receives fewer than 500 applications for registration renewal for vehicles for which
11these special plates were issued, the department shall cease issuing special group
12plates under par. (f) 69.
AB702,17 13Section 17. 341.14 (6r) (b) 17. of the statutes is created to read:
AB702,11,314 341.14 (6r) (b) 17. Subject to sub. (11) (d), a voluntary payment of $25 that is
15in addition to the fee under subd. 2. shall be collected in connection with the issuance
16or renewal of a plate issued on an annual basis for the special group specified under
17par. (f) 65. Subject to sub. (11) (d), a voluntary payment of $50 that is in addition to
18the fee under subd. 2. shall be collected in connection with the issuance or renewal
19of a plate issued on a biennial basis for the special group specified under par. (f) 65.
20if the plate is issued or renewed during the first year of the biennial registration
21period or $25 for the issuance or renewal if the plate is issued or renewed during the
222nd year of the biennial registration period. No plate may be issued for the special
23group specified under par. (f) 65. unless the voluntary payment under this
24subdivision is collected. All moneys received under this subdivision shall be
25deposited into the general fund and credited to the appropriation under s. 20.395 (5)

1(eL). To the extent permitted under ch. 71, the voluntary payment under this
2subdivision is deductible as a charitable contribution for purposes of the taxes under
3ch. 71.
AB702,18 4Section 18. 341.14 (6r) (b) 18. of the statutes is created to read:
AB702,11,195 341.14 (6r) (b) 18. Subject to sub. (12) (d), a voluntary payment of $25 that is
6in addition to the fee under subd. 2. shall be collected in connection with the issuance
7or renewal of a plate issued on an annual basis for the special group specified under
8par. (f) 66. Subject to sub. (12) (d), a voluntary payment of $50 that is in addition to
9the fee under subd. 2. shall be collected in connection with the issuance or renewal
10of a plate issued on a biennial basis for the special group specified under par. (f) 66.
11if the plate is issued or renewed during the first year of the biennial registration
12period or $25 for the issuance or renewal if the plate is issued or renewed during the
132nd year of the biennial registration period. No plate may be issued for the special
14group specified under par. (f) 66. unless the voluntary payment under this
15subdivision is collected. All moneys received under this subdivision shall be
16deposited into the general fund and credited to the appropriation under s. 20.395 (5)
17(fg). To the extent permitted under ch. 71, the voluntary payment under this
18subdivision is deductible as a charitable contribution for purposes of the taxes under
19ch. 71.
