AR19,1,1 1Relating to: offering and consideration of campaign finance proposals.

This resolution amends the assembly rules to prohibit any member or standing
committee from offering any assembly proposal affecting campaign finance laws that
would take effect in the current biennium. The resolution also amends the assembly
rules to prohibit assembly consideration of any senate proposal affecting campaign
finance laws that would take effect in the current biennium.
AR19,1,2 2Resolved by the assembly, That:
AR19,1 3Section 1. Assembly rule 32 (1) (a) is amended to read:
AR19,2,8 4Assembly Rule 32 (1) (a) Except as otherwise provided in this paragraph,
5messages from the senate or from the governor may be received and read, and any
6proposal referenced in the messages that is a senate proposal initially received for
7consideration of the assembly shall be referred and any other proposals referenced
8in the messages shall be taken up immediately unless referred by the presiding
9officer to a standing committee or to the calendar. Any messages from the senate
10referring to a senate joint resolution memorializing Congress or any branch or officer

1of the federal government that is received for consideration of the assembly may be
2read but the senate joint resolution may not be received for consideration. The
3senate joint resolution shall be transmitted to the senate immediately after the
4message is read. Any messages from the senate referring to a senate proposal
5affecting campaign finance laws that would take effect in the current biennium that
6is received for consideration of the assembly may be read but the senate proposal may
7not be received for consideration. The senate proposal shall be transmitted to the
8senate immediately after the message is read

AR19,2 9Section 2. Assembly rule 39 (1) is amended to read:
AR19,2,16 10Assembly Rule 39 (1) Except as otherwise provided in joint rule 83 (2) and this
11subsection, any member or standing committee may introduce or offer proposals in
12the assembly on any day of the biennial legislative session. No member or standing
13committee may offer any assembly joint resolution or resolution memorializing
14Congress or any branch or officer of the federal government. No member or standing
15committee may offer any assembly proposal affecting campaign finance laws that
16would take effect in the current biennium.
AR19,3 17Section 3. Assembly rule 41 (1) is amended to read:
AR19,3,2 18Assembly Rule 41 (1) Except as further provided in subs. (2) and (3) and except
19as otherwise provided in this subsection, any assembly joint resolution or resolution,
20and any senate joint resolution received by the assembly for consideration, shall
21receive a reading on each of 2 separate and nonconsecutive legislative days under the
22appropriate order of business designated in rule 31. Unless otherwise ordered, each
23reading shall consist of reading the relating clause in the resolution's title or on first
24reading be as provided in rule 42 (2) or (3). This subsection does not apply to any

1senate joint resolution or proposal that the assembly is prohibited from considering
2under rule 32 (1) (a).
