SB215,1,3 An Act to amend 121.905 (3) (c) 6. and 121.91 (2m) (i) 2.; to repeal and recreate 121.91 (2m) (r) 1. b. and 121.91 (2m) (s) 1. b.; and to create 121.91 (2m) (i) 1g. of the statutes; relating to: increasing school district revenue limits.

Analysis by the Legislative Reference Bureau

Beginning in the 2015-16 school year, this bill increases the limit on the per pupil revenue amount a school district may receive by the annual increase in the consumer price index. Under current law, beginning in the 2015-16 school year, there is no adjustment to a school district's per pupil revenue.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SB215,1 Section 1. 121.905 (3) (c) 6. of the statutes is amended to read:

SB215,1,7 121.905 (3) (c) 6. For the limit for the 2015-16 school year or any school year thereafter, make no adjustment to multiply the result under par. (b) by the sum of 1.0 plus the allowable rate of increase under s. 73.0305 expressed as a decimal.

SB215,2 Section 2. 121.91 (2m) (i) 1g. of the statutes is created to read:

SB215,2,3 121.91 (2m) (i) 1g. Multiply the quotient determined under subd. 1. by the sum of 1.0 plus the allowable rate of increase under s. 73.0305 expressed as a decimal.

SB215,3 Section 3. 121.91 (2m) (i) 2. of the statutes is amended to read:

SB215,2,6 121.91 (2m) (i) 2. Multiply the result under subd. 1. 1g. by the average of the number of pupils enrolled in the current and the 2 preceding school years.

SB215,4 Section 4. 121.91 (2m) (r) 1. b. of the statutes is repealed and recreated to read:

SB215,2,10 121.91 (2m) (r) 1. b. In calculating the limit for the 2015-16 school year and any school year thereafter, multiply the result under subd. 1. a. by the sum of 1.0 plus the allowable rate of increase under s. 73.0305 expressed as a decimal.

SB215,5 Section 5. 121.91 (2m) (s) 1. b. of the statutes is repealed and recreated to read:

SB215,2,14 121.91 (2m) (s) 1. b. In calculating the limit for the 2015-16 school year and any school year thereafter, multiply the result under subd. 1. a. by the sum of 1.0 plus the allowable rate of increase under s. 73.0305 expressed as a decimal.
