3to create 118.191 (1) (b), 118.191 (2) (b) and 118.191 (5m) of the statutes;
4relating to: licenses to teach vocational education subjects.

This bill expands the experience-based method to obtain a license to teach a
technical education subject, created in 2015 Wisconsin Act 55, to include licenses to
teach vocational education subjects. Under the bill, vocational education subjects
include agriculture, child services, clothing services, food services, housing and
equipment services, family and consumer education, family and consumer services,
home economics-related occupations, health care-related occupations, business
education, and marketing education. This bill does not affect other processes by
which an individual may obtain a license to teach a vocational education subject
under current law.

SB449,2 5Section 2. 118.191 (1) of the statutes, as created by 2015 Wisconsin Act 55, is
6renumbered 118.191 (1) (intro.) and amended to read:
SB449,2,77 118.191 (1) (intro.) In this section, "technical:
SB449,2,9 8(a) "Technical education subject" includes technology education, and any
9technology related occupation.
SB449,3 10Section 3. 118.191 (1) (b) of the statutes is created to read:

SB449,5 18Section 5. 118.191 (2) (b) of the statutes is created to read:
SB449,2,2519 118.191 (2) (b) Notwithstanding s. 118.19 (7) to (9), the department shall grant
20an initial teaching license to teach a vocational education subject to an individual
21who is eligible for licensure under s. 118.19 (4) and (10), who scores at least 100 points
22on the point system under sub. (5m), of which at least 25 points are from sub. (5m)
23(a) 1. and at least 25 points are from sub. (5m) (a) 2., and who agrees to complete
24during the term of the license a curriculum determined by the school board of the
25school district in which the individual will teach.

1Section 6. 118.191 (4) of the statutes, as created by 2015 Wisconsin Act 55, is
2amended to read:
SB449,3,83 118.191 (4) Upon expiration of an initial teaching license issued under sub. (2),
4the department shall issue to the license holder a professional teaching license to
5teach the technical education subject or vocational education subject if the individual
6successfully completed the curriculum that the individual agreed to under sub. (2),
7as determined by the school board of the school district that established the
8curriculum.

21mathematics field or in a field related to the vocational education subject and any
22teaching license or permit, 100 points.
SB449,3,2423 b. For a bachelor's degree in any science, technology, engineering, or
24mathematics field or in a field related to the vocational education subject, 75 points.

1c. For a bachelor's degree in a field other than those described in subd. 1. a., 65
2points.
SB449,4,33 d. For industry certification in the vocation, 90 points.
SB449,4,54 e. For experience in the vocation, 5 points per 40 hours worked up to a
5maximum of 90 points.
SB449,4,66 f. For an internship in the vocation, 25 points.
SB449,4,87 g. For being mentored in the vocation by a colleague or a mentor approved by
8a recognized vocational association, 25 points.
SB449,4,109 h. For an apprenticeship in the vocation, 5 points per 40 hours worked up to
10a maximum of 90 points.
SB449,4,1111 2. The following for pedagogical experience:
SB449,4,1312 a. For a bachelor's degree in any field and any teaching license or permit, 75
13points.
SB449,4,1814 b. For credit earned at an accredited institution of higher education or technical
15college, 3 points per credit up to a maximum of 75 points for courses in any science,
16technology, engineering, or mathematics field or in a field related to the vocational
17education subject and 3 points per credit up to a maximum of 75 points for education
18and pedagogical courses.
SB449,4,2019 c. For completing at least 100 hours of training in pedagogy, 5 points per 50
20hours up to a maximum of 75 points.
SB449,4,2221 (b) The department shall verify the information in par. (a) using only the
22following:

24applicable degree or credits.

61. to 4., any other proof of the applicant's experience approved by the department.
