SB672,1,3 1An Act to amend 6.36 (1) (b) 1. a.; and to create 6.36 (1) (am) of the statutes;
2relating to: authorizing Wisconsin to enter into a membership agreement to
3share information related to the registration and voting of electors.

This bill permits the chief election officer to enter into the Electronic
Registration Information Center, an agreement with a group of states to share data
and information related to the registration and voting of electors in this state and the
other participating states for the purpose of maintaining this state's statewide voter
registration list.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB672,1 4Section 1. 6.36 (1) (am) of the statutes is created to read:
SB672,2,75 6.36 (1) (am) The chief election officer may enter into a membership agreement
6with Electronic Registration Information Center, Inc., for the purpose of maintaining
7the official registration list under this section. Prior to entering into an agreement
8under this paragraph, the chief election officer shall ensure that the agreement

1safeguards the confidentiality of information or data in the registration list that may
2be subject to transfer under the agreement and to which access is restricted under
3par. (b) 1. a. If the chief election officer enters into an agreement under this
4paragraph, the chief election officer shall comply with the terms of the agreement,
5including the transmission of information and data related to the registration of
6electors in this state to the Electronic Registration Information Center, Inc., for
7processing and sharing with other member states and governmental units.
SB672,2 8Section 2. 6.36 (1) (b) 1. a. of the statutes is amended to read:
SB672,2,179 6.36 (1) (b) 1. a. Except as provided in pars. (am), (bm), and (bn), no person other
10than an employee of the board, a county clerk, a deputy county clerk, an executive
11director of a county board of election commissioners, a deputy designated by the
12executive director, a municipal clerk, a deputy municipal clerk, an executive director
13of a city board of election commissioners, or a deputy designated by the executive
14director may view the date of birth, operator's license number, or social security
15account number of an elector, the address of an elector to whom an identification
16serial number is issued under s. 6.47 (3), or any indication of an accommodation
17required under s. 5.25 (4) (a) to permit voting by an elector.
