SJR93,1,42 Whereas, HIV represents one of the largest public health crises of the modern
3age, with an estimated 1.1 million individuals living with HIV/AIDS in the United
4States; and
SJR93,1,75 Whereas, at the end of 2013, 6,758 individuals were reported to be HIV positive
6and living within the borders of Wisconsin, almost half of whom reside in Milwaukee
7County; and
SJR93,1,98 Whereas, of the 1.1 million Americans estimated to be living with HIV, one in
9six individuals is unaware that he or she is living with the infection; and
SJR93,1,1110 Whereas, if HIV is left untreated, the virus leads to the gradual destruction of
11the body's immune system and the potential development of AIDS; and
SJR93,1,1412 Whereas, the Wisconsin legislature finds a compelling public interest in
13encouraging the people of Wisconsin to get tested for HIV; testing can slow and
14control the spread of HIV throughout the state; and

1Whereas, proactive health care and awareness of HIV prevention can protect
2the public health, can encourage testing, and can save lives; now, therefore, be it

4hereby proclaims June 27, 2016, as National HIV Testing Day in Wisconsin.
