AB8,1,2 1An Act to amend 51.422 (1) of the statutes; relating to: creating additional
2opioid treatment programs and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Health Services to create, and provides
funding for, two or three additional opioid treatment programs in underserved and
high-need, but not necessarily rural, areas. Current law requires DHS to create two
or three opioid treatment programs to provide treatment for addiction in rural and
underserved, high-need areas. The programs must provide counseling,
abstinence-based treatment, and medication-assisted treatment without using
methadone. The additional programs must conform to the same requirements as the
original programs.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB8,1 3Section 1. 51.422 (1) of the statutes is amended to read:
AB8,2,54 51.422 (1) Program creation. The department shall create 2 or 3 new, regional
5comprehensive opioid treatment programs, and in the 2017-19 fiscal biennium,

1shall create 2 or 3 additional regional comprehensive opioid treatment programs,
to
2provide treatment for opioid and opiate addiction in rural and underserved,
3high-need areas. The department shall obtain and review proposals for opioid
4treatment programs in accordance with its request-for-proposal procedures. A
5program under this section may not offer methadone treatment.
AB8,2 6Section 2. Fiscal changes.
AB8,2,147 (1) Opioid treatment programs. In the schedule under section 20.005 (3) of the
8statutes for the appropriation to the department of health services under section
920.435 (5) (bc) of the statutes the dollar amount for fiscal year 2017-18 is increased
10by $1,000,000 to create additional opioid treatment programs under section 51.422
11of the statutes. In the schedule under section 20.005 (3) of the statutes for the
12appropriation to the department of health services under section 20.435 (5) (bc) of the
13statutes the dollar amount for fiscal year 2018-19 is increased by $1,000,000 to
14create additional opioid treatment programs under section 51.422 of the statutes.
