AB199,1,4 1An Act to amend 20.445 (1) (b) and 20.445 (1) (bm); and to create 106.275 of
2the statutes; relating to: technical education equipment grants for school
3districts, providing an exemption from emergency rule procedures, granting
4rule-making authority, and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill increases the appropriation to the Department of Workforce
Development for workforce training grants, commonly referred to as “Fast Forward"
grants, by $1,000,000 in each of fiscal years 2017-18 and 2018-19 and directs DWD
to allocate those moneys for technical education equipment grants to school districts
in the amount of not less than $10,000 nor more than $50,000. A school district that
is awarded a grant under the bill must use the grant moneys awarded for the
acquisition of equipment that is used in advanced manufacturing fields in the
workplace. As a condition of receiving a grant under the bill, a school district must
provide matching funds equal to 100 percent of the grant amount awarded. The
match may be in the form of money contributed from private sources or in-kind
services or both.

1Section 1. 20.445 (1) (b) of the statutes is amended to read:
AB199,2,82 20.445 (1) (b) Workforce training; programs, grants, and services. As a
3continuing appropriation, the amounts in the schedule for the apprenticeship
4completion award program under s. 106.05 (2), local youth apprenticeship grants
5under s. 106.13 (3m), youth summer jobs programs under s. 106.18, employment
6transit assistance grants under s. 106.26, workforce training grants and services
7under s. 106.27 (1), (1g), and (1r), and career and technical education incentive
8grants under s. 106.273, and technical education equipment grants under s. 106.275.

AB199,2,1710 20.445 (1) (bm) Workforce training; administration. Biennially, the amounts
11in the schedule for the administration of the apprenticeship completion award
12program under s. 106.05 (2), the local youth apprenticeship grant program under s.
13106.13 (3m), the youth summer jobs program under s. 106.18, the employment
14transit assistance grant program under s. 106.26, the workforce training program
15under s. 106.27, and the career and technical education incentive grant program
16under s. 106.273, and the technical education equipment grant program under s.
17106.275

AB199,3 18Section 3. 106.275 of the statutes is created to read:
AB199,2,24 19106.275 Technical education equipment grants. (1) Awarding of grants.
20(a) From the appropriation under s. 20.445 (1) (b), the department shall allocate not
21less than $1,000,000 in each fiscal year for technical education equipment grants to
22school districts under this section. From that allocation, the department shall award
23grants in the amount of not less than $10,000 nor more than $50,000 to school
24districts whose grant applications are approved under sub. (2) (b).

1(b) A school district that is awarded a grant under this section shall use the
2grant moneys awarded for the acquisition of equipment that is used in advanced
3manufacturing fields in the workplace, together with any software necessary for the
4operation of that equipment and any instructional material necessary to train pupils
5in the operation of that equipment.
AB199,3,96 (c) As a condition of receiving a grant under this section, a school district shall
7provide matching funds equal to 100 percent of the grant amount awarded. The
8match may be in the form of money contributed from private sources or in-kind
9services or both.
AB199,3,17 10(2) Grant application process. (a) A school district that wishes to receive a
11grant under this section shall apply for the grant in accordance with procedures and
12requirements established by the department under rules promulgated under sub. (4)
13(b) 1. A grant application shall describe the purpose and need for the grant, the
14projected outcomes that the school district is seeking to achieve as a result of
15receiving the grant, the amount and source of the matching funds required under
16sub. (1) (c), and any other information that the department may require under rules
17promulgated under sub. (4) (b) 1.
AB199,3,2318 (b) The department, in consultation with the advisory committee appointed
19under sub. (4) (a), shall review and evaluate a grant application submitted under par.
20(a) in accordance with procedures and criteria established by the department under
21rules promulgated under sub. (4) (b) 2. After completing that review and evaluation,
22the department shall notify the school district of the department's decision on the
23grant application.
AB199,4,7 24(3) Reporting requirements. Each school district that receives a grant under
25this section shall file a report with the department by September 1 of each of the first

13 fiscal years following the fiscal year in which the grant was received. The report
2shall describe how the grant moneys were expended, describe the outcomes achieved
3as a result of receiving the grant, share the best practices employed by the school
4district regarding the training of pupils in the use of the equipment acquired with
5the grant moneys, include a plan for sustainability of that training, and provide such
6other information as the department may require under rules promulgated under
7sub. (4) (b) 3.
AB199,4,13 8(4) Implementation of grant program. (a) The secretary of workforce
9development shall appoint an advisory committee under s. 15.04 (1) (c), composed of
10representatives of the department, representatives of private organizations engaged
11in advanced manufacturing, and such other persons as the secretary may select, to
12assist the department in reviewing and evaluating grant applications under sub. (2)
13(b).
AB199,4,1514 (b) The department shall promulgate rules to implement this section. Those
15rules shall include all of the following:
AB199,4,1816 1. Rules establishing the procedures and requirements for applying for a grant
17under sub. (2) (a), including the information that must be submitted with a grant
18application.
AB199,4,2019 2. Rules establishing the procedures and criteria for awarding a grant under
20sub. (2) (b).
AB199,4,2221 3. Rules governing the reporting requirements under sub. (3), including the
22information that must be provided in a report submitted under sub. (3).
AB199,4 23Section 4. Nonstatutory provisions.
AB199,5,924 (1) Technical education equipment grants; emergency rules. Using the
25procedure under section 227.24 of the statues, the department of workforce

1development may promulgate the rules required under section 106.275 of the
2statutes for the period before the effective date of the permanent rules promulgated
3under section 106.275 of the statues but not to exceed the period authorized under
4section 227.24 (1) (c) of the statues, subject to extension under section 227.24 (2) of
5the statutes. Notwithstanding section 227.24 (1) (a), (2) (b), and (3) of the statutes,
6the department is not required to provide evidence that promulgating a rule under
7this subsection as an emergency rule is necessary for the preservation of the public
8peace, health, safety, or welfare and is not required to provide a finding of emergency
9for a rule promulgated under this subsection.
AB199,5 10Section 5. Fiscal changes.
AB199,5,1911 (1) Technical education equipment grants. In the schedule under section
1220.005 (3) of the statutes for the appropriation to the department of workforce
13development under section 20.445 (1) (b) of the statutes the dollar amount for fiscal
14year 2017-18 is increased by $1,000,000 to provide funding for technical education
15equipment grants under section 106.275 of the statutes. In the schedule under
16section 20.005 (3) of the statutes for the appropriation to the department of workforce
17development under section 20.445 (1) (b) of the statutes the dollar amount for fiscal
18year 2018-19 is increased by $1,000,000 to provide funding for technical education
19equipment grants under section 106.275 of the statutes.
AB199,6 20Section 6 . Effective date.
AB199,5,2321 (1) Technical education equipment grants. This act takes effect on the day
22after publication, or on the 2nd day after publication of the 2017-19 biennial budget
23act, whichever is later.
