AB2,1,4 1An Act to amend 563.03 (4e), 563.03 (4m), 563.04 (6) (b), 563.12 (9), 563.13 (4),
2563.51 (22) (b), 563.51 (27), 563.61 (1) (a) and 563.935 (1m) of the statutes;
3relating to: various changes to bingo and raffles (suggested as remedial
4legislation by the Department of Administration).

This bill makes various changes to bingo and raffle law, including removing the
restriction that all objects drawn for a bingo game be the same color, specifying that
a calendar raffle may be depicted by a table or a register, clarifying that only one
individual may be designated as the member responsible for the proper utilization
of gross bingo receipts, and making other technical changes to language.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB2,1 5Section 1. 563.03 (4e) of the statutes is amended to read:
AB2,1,86 563.03 (4e) “Calendar" means a tabular table or register of days covering not
7less than one nor more than 12 calendar months that entitles the purchaser to one
8entry in each drawing in a calendar raffle.

1Section 2. 563.03 (4m) of the statutes is amended to read:
AB2,2,42 563.03 (4m) “Calendar raffle" means a raffle for which a drawing is held and
3a prize awarded on each date specified in a calendar as a date upon which a prize will
4be awarded

AB2,3 5Section 3 . 563.04 (6) (b) of the statutes is amended to read:
AB2,2,76 563.04 (6) (b) To a the member designated by the organization who is
7responsible for the gross receipts.
AB2,4 8Section 4 . 563.12 (9) of the statutes is amended to read:
AB2,2,119 563.12 (9) The name, address, date of birth and years of membership of an one
10active member of the applicant organization who shall be responsible for the proper
11utilization of the gross receipts derived from the conduct of bingo.
AB2,5 12Section 5. 563.13 (4) of the statutes is amended to read:
AB2,2,1613 563.13 (4) A $10 license fee for each bingo occasion proposed to be conducted
14and $5 for an annual license for each the designated member responsible for the
15proper utilization of gross receipts. All moneys received under this subsection shall
16be credited to the appropriation account under s. 20.505 (8) (jm).
AB2,6 17Section 6. 563.51 (22) (b) of the statutes is amended to read:
AB2,2,2118 563.51 (22) (b) The objects to be drawn shall be essentially the same in size,
19color, shape, weight, balance and all other characteristics, so that at all times during
20the conduct of bingo, each object possesses the capacity for equal agitation with any
21other object within the receptacle.
AB2,7 22Section 7. 563.51 (27) of the statutes is amended to read:
AB2,3,623 563.51 (27) More than one winner. When more than one player is found to be
24the winner on the call of the same number in the same bingo game, a cash prize shall
25be divided equally among the winners. The licensed organization may elect to round

1off the prize to any amount between the next lower dollar and the next higher dollar.
2Any licensed organization may elect to set a minimum prize of not exceeding no more
3than
$10 for each winner. When equal division of a merchandise prize is not possible,
4identical substitute prizes whose aggregate retail value is approximately equal to
5that of the designated prize may be awarded or a cash prize equal to the retail value
6may be divided among the winners as provided in this subsection.
AB2,8 7Section 8. 563.61 (1) (a) of the statutes is amended to read:
AB2,3,98 563.61 (1) (a) The name and address of each supervising member and each the
9member responsible for the proper utilization of gross receipts.
AB2,9 10Section 9. 563.935 (1m) of the statutes is amended to read:
AB2,3,1611 563.935 (1m) If state or federal law places an age restriction on who may
12possess any prize that will be awarded for a raffle, the
