5about climate change by the Department of Natural Resources.

This bill restores publication of the Wisconsin Natural Resources Magazine,
which was eliminated by 2017 Wisconsin Act .... (Assembly Bill 64) and requires the
Department of Natural Resources to publish information in the Wisconsin Natural
Resources
Magazine and on DNR's website relating to the scientific consensus that
climate change is caused by human activity and is a threat to economic and global
security.

120.370 (8) (ir) Promotional activities and publications. All moneys received
2from subscriptions and other revenues generated by promotional activities,
3photographs, slides, videotapes, artwork, publications, magazines and other
4periodicals, except the Wisconsin Natural Resources Magazine, to be used for these
5promotional activities, photographs, slides, videotapes, artwork, publications and
6magazines and for educational and informational activities concerning conservation
7and the environment.

14(Assembly Bill 64), is amended to read:
AB346,2,2115 23.16 (1) Publication. The department may produce, issue or reprint
16magazines or other periodicals on a periodic basis as it determines, pertaining to fish
17and game, forests, parks, environmental quality and other similar subjects of
18general information. The department may distribute its magazines and periodicals
19by subscription. The department shall charge a fee for any of its magazines or
20periodicals, except that no fee may be charged to a person who is provided a
21subscription to the Wisconsin Natural Resources Magazine under s. 29.235
.

4(Assembly Bill 64), is created to read:
AB346,3,85 29.235 (5) Subscription. At the time the department issues a conservation
6patron license, except for a license issued to a resident under sub. (3m), it shall
7provide each licensee who is at least 18 years of age with an annual subscription to
8the Wisconsin Natural Resources Magazine without any additional fee or charge.

AB346,9 19Section 9 . Effective dates. This act takes effect on the day after publication,
20except as follows:
AB346,3,2421 (1) The treatment of sections 20.370 (8) (ir) and (9) (iq), 23.16 (1), 29.235 (5),
22and 29.563 (4) (a) 2. and (b) 2. of the statutes and Section 8 of this act take effect on
23July 1, 2017, or on the 2nd day after publication of the 2017 biennial budget act,
24whichever is later.
