AB379,1,2 1An Act to create 234.45 and 234.46 of the statutes; relating to: case
2management services for recipients of federal housing choice vouchers.

This bill requires the Wisconsin Housing and Economic Development Authority
to develop policies and procedures for and implement a program that gives priority
to chronically homeless individuals and families on the waiting list that WHEDA,
a public housing agency that contracts with WHEDA, or a local housing authority
maintains under the federal Housing Choice Voucher Program. The bill also requires
WHEDA to provide funding for case management services for recipients of vouchers.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB379,1 3Section 1 . 234.45 of the statutes is created to read:
AB379,2,2 4234.45 Prioritizing chronically homeless individuals and families. The
5authority shall develop policies and procedures for and implement a program that
6gives priority to chronically homeless individuals and families on the waiting list
7that the authority, a public housing agency that contracts with the authority, or a

1housing authority under s. 59.53 (22), 61.73, 66.1201, or 66.1213 maintains for
2vouchers under the federal Housing Choice Voucher Program.
AB379,2 3Section 2 . 234.46 of the statutes is created to read:
AB379,2,9 4234.46 Case management services. (1) The authority shall provide funding
5for the authority, a public housing agency that contracts with the authority, or a
6housing authority under s. 59.53 (22), 61.73, 66.1201, or 66.1213 to provide case
7management services, including assistance funding and maintaining housing, for
8each recipient of a voucher provided under the federal Housing Choice Voucher
9Program.
AB379,2,12 10(2) (a) The authority shall issue its negotiable bonds in such principal amount
11and length of maturity as to provide sufficient funds, not to exceed $500,000
12annually, to fund the provision of case management services under this section.
AB379,2,1313 (b) Funding under this section shall be distributed as follows:
AB379,2,1614 1. Annually, $75,000 to the authority and public housing agencies that contract
15with the authority to distribute vouchers under the federal Housing Choice Voucher
16Program.
AB379,2,2117 2. Annually, $425,000 to housing authorities under ss. 59.53 (22), 61.73,
1866.1201, and 66.1213 that distribute vouchers under the federal Housing Choice
19Voucher Program. The authority shall provide funding under this subdivision to the
20housing authorities in proportion to the number of vouchers distributed by each
21housing authority.
