1Section 2. 16.9945 (2m) of the statutes is created to read:
AB572,3,22 16.9945 (2m) Eligible public libraries. (a) In this subsection:
AB572,3,53 1. “Library branch” means a fixed location where public library services,
4including a collection of library materials, are offered by paid library employees as
5part of a consolidated county public library, as described in s. 43.57 (1).
AB572,3,76 2. “Urban cluster” means an urban area, as defined by the U.S. bureau of the
7census, with a population of at least 2,500 but less than 50,000.
AB572,3,98 3. “Urbanized area” means an urban area, as defined by the U.S. bureau of the
9census, with a population of 50,000 or more.
AB572,3,1410 (b) A public library, including the branch of a public library, is eligible for a
11grant under this section in fiscal year 2017-18 or in fiscal year 2018-19 or in both
12fiscal years if the population of the municipality within which the library or branch
13of the library is located is 20,000 or less and if the public library or branch is located
14in one of the following areas of the state:

16the following:
AB572,3,1717 a. Less than or equal to 5 miles from an urbanized area.
AB572,3,1818 b. Less than or equal to 2.5 miles from an urban cluster.

for the costs of training teachers and librarians to use
22educational technology.

24a public library system is eligible for a grant under this section if all of the following
25apply:

AB572,6,32 a. The consortium consists of 3 or more eligible public libraries or library
3branches.
AB572,6,54 b. The public library system contains 3 or more eligible public libraries or
5library branches.
AB572,6,76 2. The consortium or public library system applies for a grant under this
7section.
AB572,8 8Section 8 . 16.996 (3) (intro.) of the statutes is amended to read:
AB572,6,129 16.996 (3) Grant Grants to eligible consortia of school districts; amount.
10(intro.) In any year the department awards grants a grant to an eligible consortia
11of school districts
under this section, subject to sub. (4), the department shall pay to
12each the eligible consortium the sum of the following amounts:

In any year the department awards a grant to a

17section, the department shall, subject to sub. (4), pay to the consortium of eligible
18public libraries or to the eligible public library system the sum of the following
19amounts:

1(14), and (15) to the extent that the amounts due are not paid from the appropriation
2under sub. (1) (is), to make payments to telecommunications providers under
3contracts under s. 16.971 (16) to the extent that the amounts due are not paid from
4the appropriation under sub. (1) (kL), to make grants to school district consortia
5under s. 16.997 (7), to make information technology infrastructure grants under s.
616.9945, and to make educational technology teacher training grants and librarian
7training grants
under s. 16.996. Notwithstanding s. 20.001 (3) (b), the
8unencumbered balance on June 30 of each odd-numbered year shall be transferred
9to the appropriation account under s. 20.155 (3) (r).

9report to the public about, library use.
AB572,9,1110 (e) Develop, implement, and maintain technology systems that allow for
11secure, interoperable data exchange and the automation of work processes.
AB572,9,1312 (f) Create an automated system for the initial certification and recertification
13of public librarians, as described in s. 43.09 (1).
AB572,9,1414 (g) Establish library user authentication systems.
AB572,9,16 15(2) From the appropriation accounts under s. 20.255 (1) (e) and (ek), the
16division may fund the activities described in sub. (1).
AB572,16 17Section 16. Effective dates. This act takes effect on the day after publication,
18except as follows:
AB572,9,2019 (1) The treatment of section 20.505 (4) (s) (by Section 14) of the statutes takes
20effect on July 1, 2019.
