2to: limitation on animal-drawn vehicles and providing a penalty.

This bill prohibits a person from operating on a highway any animal-drawn
vehicle that is drawn by an animal wearing horseshoes that will injure the highway.
The bill also authorizes counties and municipalities to enact ordinances to prohibit
the operation of any vehicle that is drawn by an animal wearing a horseshoe with a
spike or protuberance that extends more than one-quarter inch beyond the surface
of the horseshoe during the months of April to October. The bill provides that the
prohibition is enforceable only if the county or municipality erects a sign on each
highway under its jurisdiction that crosses its territorial boundary notifying vehicle
operators of the prohibition. The bill provides that a person violating these
provisions may be required to forfeit $25 for a second offense and $50 for a third or
subsequent offense.

(1) No person may operate on a
6highway any animal-drawn vehicle if the vehicle is drawn by an animal wearing
7horseshoes made of a material that will injure the highway.

8(2) (a) A county or municipality may by ordinance prohibit, from April 1 to
9October 31 of each year, the operation on a highway of any vehicle drawn by an
10animal wearing a horseshoe with a spike or other protuberance that extends more
