AB802,1,3 1An Act to repeal 301.20; and to amend 16.99 (3b) of the statutes; relating to:
2closing the Lincoln Hills School for Boys and Copper Lake School for Girls and
3creating a plan to establish regional Type 1 juvenile correctional facilities.

This bill requires the Department of Corrections to close the juvenile
correctional facilities known as the Lincoln Hills School for Boys and the Copper
Lake School for Girls located in Irma, Lincoln County, within one year after the bill
is signed into law. The bill also requires DOC, in consultation with the Department
of Children and Families, to create a plan to establish regional Type 1 juvenile
correctional facilities and submit the plan to the Joint Committee on Finance within
six months after the bill is signed into law.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB802,1 4Section 1 . 16.99 (3b) of the statutes is amended to read:
AB802,1,65 16.99 (3b) “Juvenile correctional facility" means the Copper Lake School and
6the Lincoln Hills School
has the meaning given in s. 938.02 (10p).

1Section 2. 301.20 of the statutes is repealed.
AB802,3 2Section 3 . Nonstatutory provisions.
AB802,2,73 (1) Closure of Lincoln Hills School for Boys and Copper Lake School for
4Girls.
No later than one year after the effective date of this subsection, the
5department of corrections shall permanently close the Type 1 juvenile correctional
6facilities known as the Lincoln Hills School for Boys and the Copper Lake School for
7Girls in the town of Irma, Lincoln County.
AB802,2,158 (2) Regional Type 1 juvenile correctional facility plan. No later than 6
9months after the effective date of this subsection, the department of corrections shall
10submit a plan to establish regional Type 1 juvenile correctional facilities to the joint
11committee on finance. In developing the plan, the department of corrections shall
12collaborate with the department of children and families, the counties that have
13historically supplied the majority of the population of the Lincoln Hills and Copper
14Lake schools, and any counties that would house a regional Type 1 juvenile
15correctional facility under the plan.
AB802,4 16Section 4. Effective dates. This act takes effect on the day after publication,
17except as follows:
AB802,2,1918 (1) The treatment of sections 16.99 (3b) and 301.20 of the statutes takes effect
19on the first day of the 12th month beginning after publication.
