AB821,1,2 1An Act to create 62.15 (1e) of the statutes; relating to: public contracting
2requirements and donated improvements.
Analysis by the Legislative Reference Bureau
In general, under current law, a second, third, or fourth class city or a village,
town, county, technical college district board, or federated public library system
(local governmental unit) must let a public contract having an estimated cost of more
than $25,000 to the lowest responsible bidder. One exception to the bidding
requirement is for a public construction project for which the materials are donated
or the labor is provided by volunteers.
This bill provides an exception to the bidding requirement when an
improvement is constructed by a private person and donated to the local
governmental unit after the completion of construction.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

162.15 (1e) Donated improvement. Subsection (1) does not apply to the
2construction by a private person of an improvement that is donated to the city after
3the completion of construction.
