AB893,1,4 1An Act to amend 25.29 (1) (a) and 341.14 (6r) (fm) 7.; and to create 25.40 (1)
2(a) 37., 27.01 (7) (c) 13., 341.14 (6r) (b) 22. and 341.14 (6r) (f) 70. of the statutes;
3relating to: special registration plates providing admission to state parks and
4recreation areas and making an appropriation.

This bill allows persons interested in expressing their support for state parks
to obtain special registration plates that provide admission into state parks and
recreation areas.
Under current law, members of certain designated special groups may obtain
from the Department of Transportation special registration plates for certain
vehicles that are owned or leased by special group members. A fee, in addition to the
regular registration fee for the particular kind of vehicle, is charged for the issuance
or reissuance of most special plates.
The bill establishes an authorized special group specifically enumerated in
state law for persons interested in obtaining special plates expressing support for
state parks. The bill provides that, in addition to the regular vehicle registration fee,
special group members are required to make a voluntary payment for issuance or
reissuance of the special plates that is equal to the amount required for an annual
vehicle admission receipt issued by the Department of Natural Resources (currently
$27.50).
The bill provides that $23,700 of the funds from the voluntary payment are
retained by DOT for the initial costs of production of these special plates. After this,

the voluntary payment is deposited in the conservation fund for use for state parks,
state recreation areas, recreation areas in state forests, and the Bong area lands.
Under current law, vehicles entering state parks or DNR recreational sites are
required to display an annual or daily admission receipt. The bill provides that no
vehicle admission receipt is required for any vehicle displaying a current state park
special registration plate issued by DOT.

enact as follows:

4to the state for or in behalf of the department under chs. 26, 27, 28, 29, 169, and 350,
5subchs. I and VI of ch. 77 and ss. 23.09 to 23.31, 23.325, 23.33, 23.335, except as
6provided in s. ss. 25.40 (1) (bt), 23.35 to 23.42, 23.50 to 23.99, 30.50 to 30.55, 71.10
7(5), 71.30 (10), and 90.21, and 341.14 (6r) (b) 22., including grants received from the
8federal government or any of its agencies except as otherwise provided by law.

2fee under subd. 2., a voluntary payment equal to twice the amount of the fee for an
3annual vehicle admission receipt under s. 27.01 (7) (f) 1. shall be collected in
4connection with the issuance or renewal of a plate issued on a biennial basis for the
5special group specified under par. (f) 70. if the plate is issued or renewed during the
6first year of the biennial registration period or equal to the amount of the fee for an
7annual vehicle admission receipt under s. 27.01 (7) (f) 1. for the issuance or renewal
8if the plate is issued or renewed during the 2nd year of the biennial registration
9period. No plate may be issued for the special group specified under par. (f) 70. unless
10the voluntary payment under this subdivision is collected. All moneys received
11under this subdivision in excess of $23,700, for the initial costs of production for the
12special group plates, shall be deposited in the conservation fund for use for state
13parks, state recreation areas, recreation areas in state forests, and the Bong area
14lands.

AB893,4,219 341.14 (6r) (fm) 7. After October 1, 1998, additional authorized special groups
20may only be special groups designated by the department under this paragraph. The
21authorized special groups enumerated in par. (f) shall be limited solely to those
22special groups specified under par. (f) on October 1, 1998. This subdivision does not
23apply to the special groups specified under par. (f) 3m., 6m., 9g., 9m., 12g., 12m.,

115m., 15n., 15o., 15p., 15q., 19m., 33m., 48m., 49d., 49h., 49s., 54., 55., 55m., 56., 57.,
