AR21,1,2 1To amend assembly rule 39 (1); and to create assembly rule 24 (6) and assembly
2rule 39 (5); relating to: introduction of proposals in the assembly.

This resolution provides that no assembly member or standing committee may
introduce proposals on any day of the biennial legislative session that occurs after
the first Tuesday of December in the odd-numbered year. The resolution provides
that the Committee on Rules may extend the deadline. Under the resolution,
however, the new introduction restrictions do not apply to proposals introduced
during and relating to a special or extraordinary session; proposals introduced by or
referred to a joint committee of the legislature; and any resolution or joint resolution.
Currently, under assembly and joint rules, proposals may generally be
introduced up until the close of the last general-business floorperiod scheduled for
the session.

AR21,1 4Section 1 . Assembly rule 24 (6) is created to read:
AR21,1,6 5Assembly Rule 24 (6) The committee may extend the deadline for introduction
6of proposals by members and standing committees established under rule 39 (1).
AR21,2 7Section 2 . Assembly rule 39 (1) is amended to read:

1Assembly Rule 39 (1) Except as otherwise provided in joint rule 83 (2) (5), rule
224 (6),
and this subsection section, any member or standing committee may introduce
3or offer proposals in the assembly on any day of the biennial legislative session that
4occurs on or before the first Tuesday of December in the odd-numbered year

5member or standing committee may offer any assembly joint resolution or resolution
6memorializing Congress or any branch or officer of the federal government.
AR21,3 7Section 3 . Assembly rule 39 (5) is created to read:
AR21,2,9 8Assembly Rule 39 (5) The deadline established for introduction of proposals
9under subsection (1) does not apply to:
AR21,2,1110 (a) Proposals introduced during and relating to a special or extraordinary
11session.
AR21,2,1212 (b) Proposals introduced by or referred to a joint committee of the legislature.
AR21,2,1313 (c) Any resolution or joint resolution.
AR21,4 14Section 4. Initial applicability.
AR21,2,1615 (1) This resolution first applies to the introduction of proposals during the
162019-20 legislative session.
