AR7,1,1 1Relating to: proclaiming March 3, 2017, as Birth Defects Day in Wisconsin.
AR7,1,22 Whereas, World Birth Defects Day is observed annually on March 3; and
AR7,1,53 Whereas, birth defects are a leading cause of death in the first year of life,
4causing one in 5 infant deaths. These conditions lead to $2.6 billion per year in
5hospital costs alone in the United States; and
AR7,1,76 Whereas, in Wisconsin, birth defects account for about 23.3 percent of all infant
7deaths every year; and
AR7,1,98 Whereas, birth defects can occur in any family regardless of race, ethnicity,
9health history, economic status, or level of education; and
AR7,1,1210 Whereas, early identification of a child with a birth defect coupled with early
11intervention services typically improves the child's quality of life and may even save
12his or her life; and
AR7,1,1413 Whereas, understanding the potential causes of birth defects can lead to
14recommendations, policies, and services to help prevent them; and

1Whereas, information from birth defects surveillance systems is used by public
2health officials, policymakers, and scientists for investigating possible causes of and
3risk factors for birth defects, educating the public about birth defects and how to
4prevent them, and referring babies and families affected by birth defects to
5appropriate services; now, therefore, be it
AR7,2,8 6Resolved by the assembly, That the Wisconsin Assembly hereby proclaims
7March 3, 2017, as Birth Defects Day in Wisconsin to raise awareness of birth defects
8in an effort to support healthy birth outcomes.
