SB684,1,4 1An Act to create 448.03 (2) (r), 448.03 (2m), 448.52 (1m) (am), 448.62 (1m) and
2448.952 (1m) of the statutes; relating to: a licensure exemption for sports
3medicine physicians licensed outside this state and granting rule-making
4authority.
Analysis by the Legislative Reference Bureau
This bill exempts physicians licensed in other states who are practicing at
certain sporting events or facilities, as detailed in the bill, from being required to be
licensed in this state as a physician or as another type of health care provider.
Exemptions granted under the provisions in the bill are subject to certain
restrictions and limitations, as detailed in the bill, including limitations on the
permitted duration of an exemption. The bill allows the Medical Examining Board
to enter into agreements with similar boards of other states to implement the bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1448.03 (2m) Sports physician licensure exemption. (a) 1. An individual who
2is licensed in good standing to practice medicine and surgery in another state may,
3subject to pars. (b) and (c), practice medicine and surgery without a license granted
4by the board if the individual has a written or oral agreement with a sports team to
5provide care to team members and coaching staff traveling with the team for a
6specific sporting event to take place in this state.
SB684,2,97 2. An individual who is licensed in good standing to practice medicine and
8surgery in another state may, subject to pars. (b) and (c), practice medicine and
9surgery without a license granted by the board if all of the following apply:
SB684,2,1310 a. The individual has been invited by a national sport governing body to provide
11services to team members and coaching staff at a national sport training center in
12this state or to provide services to athletes and coaching staff at an event or
13competition in this state that is sanctioned by the national sport governing body.
SB684,2,1514 b. The individual's practice is limited to that required by the national sport
15governing body.
SB684,2,1716 c. The services to be provided by the individual are within his or her training
17and expertise.
SB684,2,1918 (b) An individual who is exempt from licensure under par. (a) 1. or 2. may not
19do any of the following while practicing under the exemption:
SB684,2,2120 1. Provide care or consultation to any person residing in this state, other than
21a person specified in par. (a) 1. or 2.
SB684,2,2322 2. Practice at a health care facility, as defined in s. 146.997 (1) (c), or at a clinic,
23as defined in s. 146.903 (1) (b).
SB684,2,2424 3. Prescribe drugs.

1(c) 1. a. Subject to subd. 1. b., an exemption under par. (a) 1. shall be valid only
2while the individual is traveling with the sports team, subject to a limit of 10 days
3per sporting event.
SB684,3,74 b. Upon prior request to the board, the board may grant an individual an
5extension of 20 additional days per sporting event beyond the limitation specified in
6subd. 1. a., except that no individual may be exempted by the board under this subd.
71. b. for more than a total of 30 additional days in a given calendar year.
SB684,3,98 2. An exemption under par. (a) 2. shall be valid during the time certified by the
9national sport governing body, subject to a limit of 30 days per exemption.
SB684,3,1210 (d) The board may enter into agreements with medical or osteopathic licensing
11boards of other states to implement this subsection. Agreements under this
12paragraph may include procedures for reporting potential medical license violations.
SB684,3,1313 (e) The board shall promulgate rules to implement this subsection.
