2(b) and 27.01 (9) (c); to renumber 27.01 (8) (c) 1.; to consolidate, renumber
3and amend
27.01 (8m) (a) (intro.) and 2.; to amend 27.01 (8) (a), 27.01 (8) (b)
4(intro.) and 27.01 (8m) (title); and to create 27.01 (8) (am) of the statutes;
5relating to: eliminating the state trail pass.
Analysis by the Legislative Reference Bureau
This bill eliminates the requirement that the Department of Natural Resources
issue a state trail pass and prohibits DNR from charging a person an admission fee
for entering any state trail.
Under current law, DNR is required to issue an annual state trail pass that
authorizes admission to a state trail for a fee of $25. DNR also issues a daily state
trail pass for a fee of $5. DNR is authorized to waive or alter these fees for certain
classes of persons or groups, certain areas, certain types of visitation or times of the
year, admission to special scheduled events or programs, or on a per person basis.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 27.01 (8) (a) of the statutes is amended to read:
AB332,2,42 27.01 (8) (a) Admission fee; Heritage Hill. Except as provided under pars. par.
3(b) and (bn), the department may charge a person an admission fee to enter Heritage
4Hill state park or a state trail.
AB332,2 5Section 2. 27.01 (8) (am) of the statutes is created to read:
AB332,2,76 27.01 (8) (am) Admission fee; state trails. The department may not charge a
7person an admission fee to enter any state trail.
AB332,3 8Section 3. 27.01 (8) (b) (intro.) of the statutes is amended to read:
AB332,2,119 27.01 (8) (b) Exemptions; Heritage Hill and state trails. (intro.) No admission
10fee to enter Heritage Hill State Park or any state trail may be charged for entry by
11any of the following:

20department's concessionaires and their agents, to collect the admission fees under
21sub. (8) as follows: 2. Agents to whom subd. 1. does not apply may and to retain not
22more than 20 percent of the admission fees that they collect.
