Current law requires persons who engage in excavations to provide advance
notice to the state's one-call system, commonly known as digger's hotline, and
comply with other requirements for planning and conducting excavations. Current
law also requires persons who own transmission facilities that are affected by
advance notices to mark the location of the facilities, except for those facilities on
private property that do not cross a public right-of-way. This bill provides that any
of the following is a person who is subject to the foregoing requirements: an
individual, corporation, association, business enterprise, local governmental unit,
state agency, contractor, subcontractor, or other public or private legal entity.
