AB467,1,2 1An Act to create 46.48 (33) of the statutes; relating to: grants to mental health
2clubhouses and making an appropriation.

This bill requires the Department of Health Services to award grants to
clubhouses. A “clubhouse,” as defined in the bill, is a nonresidential rehabilitation
program that provides support and services to individuals who have a mental illness
but does not directly provide treatment or medical care for mental illnesses. To
receive a grant a clubhouse must only include members who have been diagnosed
with a mental illness and are under treatment for the mental illness, raise an
amount of money itself to receive a matching grant, provide activities and services
to members on a voluntary basis, be accredited, have its own distinct physical space,
and allow members to have the opportunity to participate in the administration and
other operational functions of the clubhouse. The bill increases the supplemental
appropriation to the Joint Committee on Finance for the purposes of providing
grants to clubhouses and specifies that the committee may make a supplement using
its passive review process.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 46.48 (33) of the statutes is created to read:
AB467,2,52 46.48 (33) Mental health clubhouses. (a) In this subsection, “clubhouse”
3means a nonresidential rehabilitation program that provides support and services
4to individuals who have a mental illness but does not directly provide treatment or
5medical care for mental illnesses.
AB467,2,96 (b) The department shall award grants to clubhouses in a total amount of no
7more than $500,000 per fiscal year and no more than $50,000 per clubhouse per fiscal
8year. The department may not award a grant to a clubhouse unless the clubhouse
9meets all of the following criteria:
AB467,2,1110 1. Every member who receives services at the clubhouse has been diagnosed
11with a mental illness and is under treatment for the mental illness.
AB467,2,1412 2. The clubhouse raises an amount of money to match the grant amount
13requested. The department may not award a grant to a clubhouse that exceeds the
14money raised by the clubhouse.
AB467,2,1515 3. Membership in clubhouse activities and services is voluntary.
AB467,2,1716 4. The clubhouse has its own distinct physical space separate from a mental
17health center or institution.
AB467,2,1918 5. Members of the clubhouse have the opportunity to participate in the
19administration and other operational functions of the clubhouse.
AB467,2,2120 6. The clubhouse is accredited by Clubhouse International or, as approved by
21the department, a similar accreditation organization.
AB467,2 22Section 2 . Nonstatutory provisions.
AB467,2,2523 (1) Supplement for grants to mental health clubhouses. The joint committee
24on finance may make a supplement from the moneys under Section 3 of this act
25under the process described under s. 20.928 (2m).

AB467,3,72 (1) Grants to mental health clubhouses. (a) In the schedule under s. 20.005
3(3) for the appropriation to the joint committee on finance under s. 20.865 (4) (a), the
4dollar amount for fiscal year 2019-20 is increased by $500,000 for grants to
5clubhouses under s. 46.48 (33). Any amount of the increase specified under this
6paragraph that has not been transferred by July 1, 2020, shall lapse to the general
7fund.
AB467,3,128 (b) In the schedule under s. 20.005 (3) for the appropriation to the joint
9committee on finance under s. 20.865 (4) (a), the dollar amount for fiscal year
102020-21 is increased by $500,000 for grants to clubhouses under s. 46.48 (33). Any
11amount of the increase specified under this paragraph that has not been transferred
12by July 1, 2021, shall lapse to the general fund.
