AB493,1,4 1An Act to amend 20.866 (1) (u); and to create 13.48 (46h), 20.866 (2) (zcu) and
220.867 (3) (cu) of the statutes; relating to: 2019-21 Authorized State Building
3Program, grant to the Greater Green Bay Convention & Visitors Bureau,
4granting bonding authority, and making an appropriation.

This bill amends the 2019-21 Authorized State Building Program to add a
grant to the Greater Green Bay Convention & Visitors Bureau, to assist in the
construction of a visitor information and education center in Brown County. The
project has a combined cost of $7,000,000 ($2,000,000 in general fund supported
borrowing authority and $5,000,000 in gifts, grants, and other receipts).
For further information see the state fiscal estimate, which will be printed as
an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB493,1 5Section 1 . 13.48 (46h) of the statutes is created to read:
AB493,2,66 13.48 (46h) Experience Greater Green Bay Visitor Information and
7Education Center.
(a) The legislature finds and determines that the tourism

1industry is of vital importance in creating jobs and contributing to economic
2development and tourism in this state and is a statewide responsibility of statewide
3dimension. It is therefore in the public interest, and it is the public policy of this
4state, to assist the Experience Greater Green Bay Corporation and Greater Green
5Bay Convention & Visitors Bureau, Inc., in the construction of a visitor information
6and education center in Brown County.
AB493,2,167 (b) The building commission may authorize up to $2,000,000 in general fund
8supported borrowing to assist the Experience Greater Green Bay Corporation and
9Greater Green Bay Convention & Visitors Bureau, Inc., in the construction of a
10visitor information and education center in Brown County. The state funding
11commitment shall be in the form of a grant to the Greater Green Bay Convention &
12Visitors Bureau, Inc. Before approving any state funding commitment for the
13construction of the visitor information and education center, the building
14commission shall determine that the Greater Green Bay Convention & Visitors
15Bureau, Inc., has secured additional funding for the project of at least $5,000,000
16from nonstate revenue sources.
AB493,2,2117 (c) If the building commission authorizes a grant to the Greater Green Bay
18Convention & Visitors Bureau, Inc., under par. (b), and if, for any reason, the space
19that is constructed with funds from the grant is not used for visitor information and
20education, the state shall retain an ownership interest in the constructed space equal
21to the amount of the state's grant.
AB493,2 22Section 2 . 20.866 (1) (u) of the statutes, as affected by 2019 Wisconsin Act 9,
23is amended to read:

10and payment due, if any, under an agreement or ancillary arrangement entered into
11under s. 18.06 (8) (a) relating to any public debt contracted under subchs. I and IV
12of ch. 18.
AB493,3 13Section 3 . 20.866 (2) (zcu) of the statutes is created to read:
AB493,3,1914 20.866 (2) (zcu) Experience Greater Green Bay Visitor Information and
15Education Center.
From the capital improvement fund, a sum sufficient for the
16building commission to provide a grant to the Greater Green Bay Convention &
17Visitors Bureau, Inc., for the construction of the visitor information and education
18center specified in s. 13.48 (46h). The state may contract public debt in an amount
19not to exceed $2,000,000 for this purpose.
AB493,4 20Section 4 . 20.867 (3) (cu) of the statutes is created to read:
AB493,4,321 20.867 (3) (cu) Principal repayment, interest, and rebates; Experience Greater
22Green Bay Visitor Information and Education Center.
A sum sufficient to reimburse
23s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing
24the construction of the visitor information and education center specified in s. 13.48
25(46h), to make the payments determined by the building commission under s. 13.488

1(1) (m) that are attributable to the proceeds of obligations incurred in financing the
2project, and to make payments under an agreement or ancillary arrangement
3entered into under s. 18.06 (8) (a).
AB493,5 4Section 5 . Nonstatutory provisions.
AB493,4,75 (1) In 2019 Wisconsin Act 9, section 9104 (1), the following new paragraph is
6created to add the following new project to the 2019-21 Authorized State Building
7Program and the appropriate totals are increased by the amount shown: - See PDF for table PDF

1(2) Notwithstanding s. 13.48 (46h) (b), the building commission may not make
2a grant to the Greater Green Bay Convention & Visitors Bureau, Inc., for the
3construction of the visitor information and education center, as enumerated in sub.
4(1), under s. 13.48 (46h), unless the department of administration has reviewed and
5approved plans for the project. Notwithstanding ss. 16.85 (1) and 16.855 (1m), the
6department of administration may not supervise any services or work or let any
7contract for the project. Section 16.87 does not apply to the project.
