AR22,1,5 1Relating to: reaffirming Wisconsin's commitment to the strengthening and
2deepening of the sister ties between the State of Wisconsin and Taiwan;
3supporting Taiwan's signing of a Bilateral Trade Agreement (BTA) with the
4United States; and continued support for increasing Taiwan's international
5profile.
AR22,1,96 Whereas, the State of Wisconsin established in 1986 the sister-state
7relationship with the Taiwan Province, Republic of China (Taiwan), and Wisconsin
8and Taiwan have enjoyed strong bilateral trade, educational and cultural exchange,
9and tourism; and
AR22,1,1210 Whereas, Taiwan shares the same values of freedom, democracy, human rights,
11the rule of law, peace, and prosperity with the United States and the State of
12Wisconsin; and
AR22,1,1513 Whereas, the United States ranks as Taiwan's second-largest trading partner,
14Taiwan ranks as the eleventh-largest trading partner of the United States, and
15bilateral trade reached $76.3 billion in 2018; and

1Whereas, Taiwan and the State of Wisconsin have enjoyed a long and mutually
2beneficial relationship with the prospect of future growth, and Taiwan was
3Wisconsin's eighth-largest export market in Asia in 2018, with $197 million worth
4of Wisconsin goods exported to Taiwan; and
AR22,2,95 Whereas, negotiations for a Bilateral Trade Agreement (BTA) between Taiwan
6and the United States are an important step toward further strengthening bilateral
7trade between our countries, thereby increasing Wisconsin's exports to Taiwan and
8creating bilateral investment and technical collaboration through tariff reduction
9and other trade facilitation measures; and
AR22,2,1310 Whereas, Taiwan has undertaken a policy of “steadfast diplomacy” in its
11international relations, and Taiwan is capable of fulfilling and willing to fulfill its
12responsibilities and collaborating with the world to deal with the challenges of
13humanitarian aid, disease control, and so forth; now, therefore, be it
AR22,2,16 14Resolved by the assembly, That the Wisconsin Legislature reaffirms its
15commitment to the strengthening and deepening of the sister ties between the State
16of Wisconsin and Taiwan; and, be it further
AR22,2,20 17Resolved, That Wisconsin endorses Taiwan's efforts to secure the signing of
18a Bilateral Trade Agreement (BTA) with the United States and reiterates its support
19for a closer economic and trade partnership between the State of Wisconsin and
20Taiwan; and, be it further
AR22,2,24 21Resolved, That Wisconsin continues to support Taiwan's appropriate
22participation in international organizations that impact the health, safety, and
23well-being of the people of Taiwan and supports Taiwan's aspiration to make more
24contributions in international societies; and, be it further

1Resolved, That the chief clerk of the Assembly is hereby directed to transmit
2copies of this resolution to the members of the Wisconsin congressional delegation
3and the Taipei Economic and Cultural Office in Chicago, Illinois.
