SB153,1,3 1An Act to renumber and amend 101.65 (3); and to create 101.65 (3) (a) and
2(b) of the statutes; relating to: submission of building permit applications for
3one-family and two-family dwellings.
Analysis by the Legislative Reference Bureau
This bill prohibits a city, village, town, or county from requiring an applicant
for a building permit for a one-family or two-family dwelling to submit the
application in both paper and electronic forms. The bill also provides that if a city,
village, town, or county requires submission of the application in paper form, the
applicant is allowed to submit any of the following: 1) a printed copy of the form that
the city, village, town, or county makes available electronically; 2) a printed copy of
the form that the Department of Safety and Professional Services makes available
electronically; or 3) the form that DSPS makes available to the public in paper form.
The bill allows an applicant to submit one of the foregoing forms even if DSPS has
approved a city's, village's, town's, or county's use of a form that is different than the
standard form prescribed by DSPS.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1101.65 (3) (intro.) Shall Except as provided in par. (a), shall use the standard
2building permit form prescribed and furnished by the department. or, if approved by
3the department under s. 101.63 (7m), a different building permit form. A city, village,
4town, or county may require an applicant to submit the form in paper or electronic
5form, but may not require that an applicant submit the form in both paper and
6electronic forms. If a city, village, town, or county requires submission of the form
7in paper form, both of the following apply:
