SB296,1,3 1An Act to amend 20.370 (1) (mu); and to create 23.118 of the statutes; relating
2to:
signs informing about Lyme disease in state parks, state trails, state
3recreational areas, and state forests and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Natural Resources, in consultation with
the Department of Health Services, to design signs to raise awareness of Lyme
disease, inform about how to prevent tick bites, and encourage people to check for
ticks after visits to state parks, state trails, state recreational areas, and state
forests. The bill requires DNR to post at least one sign in each state park, state trail,
state recreational area, and state forest in a common area where it is most likely to
be seen by visitors, such as a park entrance, trailhead, or campground. The bill
appropriates $12,500 in fiscal year 2019-20 for this purpose.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB296,1 4Section 1 . 20.370 (1) (mu) of the statutes is amended to read:
SB296,2,65 20.370 (1) (mu) General program operations — state funds. The amounts in
6the schedule for general program operations that are conducted under ss. 23.09 to

123.11, 27.01, 30.203, 30.277, and 90.21, and chs. 29 and 169, for activities conducted
2under the ecological inventory and monitoring program of the endangered resources
3program, for the aquatic and terrestrial resources inventory under s. 23.09 (2) (km),
4for providing the signage required under s. 23.118, and for payments of $53,700 in
5each fiscal year, to be credited to the appropriation account under s. 20.285 (1) (k),
6to the University of Wisconsin System for outdoor skills training under s. 29.598.
SB296,2 7Section 2. 23.118 of the statutes is created to read:
SB296,2,16 823.118 Signage required. The department shall, in consultation with the
9department of health services, design signs to raise awareness of Lyme disease,
10inform about how to prevent tick bites, and encourage people to check for ticks after
11visits to state parks, state trails, state recreational areas, and campgrounds. No
12later than the first day of the 6th month beginning after the effective date of this
13section .... [LRB inserts date], the department shall post at least one such sign in each
14state park, state trail, state recreational area, and state forest. The department shall
15post the sign in a common area where it is most likely to be seen by visitors, such as
16a park entrance, trailhead, or campground.
SB296,3 17Section 3 . Fiscal changes.
SB296,2,2118 (1) Lyme disease awareness signage. In the schedule under s. 20.005 (3) for the
19appropriation to the department of natural resources under s. 20.370 (1) (mu), the
20dollar amount for fiscal year 2019-20 is increased by $12,500 for the purpose of
21providing the signage required under s. 23.118.
