SB131,1,2 An Act to amend 632.895 (14g) (b) of the statutes; relating to: coverage of COVID-19 testing and vaccination without cost sharing.

Analysis by the Legislative Reference Bureau

Current law, as created in 2019 Wisconsin Act 185, requires health insurance policies and self-insured governmental health plans to cover, until March 13, 2021, testing for COVID-19 without imposing any copayment or coinsurance. A health insurance policy is referred to in the bill as a disability insurance policy. The bill extends the Act 185 coverage requirement for testing and adds a requirement to cover vaccines against SARS-CoV-2, which causes COVID-19 until the earlier of the conclusion of a national emergency declared by the U.S. president in response to the 2019 novel coronavirus or June 30, 2021.

This proposal may contain a health insurance mandate requiring a social and financial impact report under s. 601.423, stats.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SB131,1 Section 1 . 632.895 (14g) (b) of the statutes is amended to read:

SB131,2,6 632.895 (14g) (b) Before March 13, 2021 Until the conclusion of a national emergency declared by the U.S. president under 50 USC 1621 in response to the 2019 novel coronavirus or June 30, 2021, whichever is earlier, every disability insurance policy, and every self-insured health plan of the state or of a county, city, town, village, or school district, that generally covers vaccination and testing for infectious diseases shall provide coverage of testing for COVID-19 and vaccination against the SARS-CoV-2 coronavirus without imposing any copayment or coinsurance on the individual covered under the policy or plan.
