20.115(1)(gm) (gm) Dairy and vegetable security and trade practices. The amounts in the schedule for the regulation of vegetable procurement under s. 100.03, of dairy plant financial condition under s. 100.06 and of dairy trade practices under s. 100.201. All moneys received under ss. 100.03 (3) (a) 2. and 3., 100.06 (9) and 100.201 (6) shall be credited to this appropriation.
20.115(1)(h) (h) Grain inspection and certification. All moneys received for the inspection and certification of grain received in or shipped from the port of Milwaukee, the port of Superior or other locations in this state under s. 93.06 (1m), to carry out the purposes for which they are received.
20.115(1)(hm) (hm) Ozone-depleting refrigerants and products regulation. The amounts in the schedule for administration of the mobile air conditioner servicing and refrigerant recycling programs and for responsibilities under ss. 100.45 and 100.50 relating to sales and labeling of products containing or made with ozone-depleting substances. All moneys received from fees under s. 100.45 (5) (a) 3. and (5m) shall be credited to this appropriation.
20.115(1)(i) (i) Sale of supplies. The amounts in the schedule for the publication of food safety and consumer protection informational materials and for the purchase for sale of such informational supplies. All moneys received from the sale of those materials and supplies shall be credited to this appropriation.
20.115(1)(j) (j) Weights and measures inspection. The amounts in the schedule for weights and measures inspection, testing and enforcement under ch. 98. All moneys received under ss. 93.06 (1p), 94.64 (4) (a) 6., 94.72 (6) (a) 3., 97.30 (3) (am), 98.04 (2), 98.05 (5), 98.16, 98.18 and 98.245 (7) shall be credited to this appropriation.
20.115(1)(jb) (jb) Consumer information and education. The amounts in the schedule for consumer protection information and education. All moneys received under s. 100.261 (3) (b) shall be credited to this appropriation account.
20.115(1)(jm) (jm) Warehouse keeper and grain dealer regulation. All moneys received from the warehouse keeper license and inspection fees and surcharges under s. 127.02 (3) and from the grain dealer license fees and surcharges under s. 127.03 (3) for the administration and enforcement of the warehouse keepers and grain dealers security act program under ch. 127.
20.115(1)(m) (m) Federal funds. All federal moneys received as authorized by the governor under s. 16.54 for the purposes of the program.
20.115(1)(r) (r) Unfair sales act enforcement. From the petroleum inspection fund, the amounts in the schedule for the administration and enforcement of the unfair sales act under s. 100.30.
20.115(1)(s) (s) Weights and measures; petroleum inspection fund. From the petroleum inspection fund, the amounts in the schedule for weights and measures inspection, testing and enforcement under ch. 98.
20.115(1)(u) (u) Recyclable and nonrecyclable products regulation. From the recycling fund, the amounts in the schedule for the implementation and enforcement of ss. 100.29, 100.295 and 100.33.
20.115(2) (2)Animal health services.
20.115(2)(a)(a) General program operations. The amounts in the schedule for general program operations.
20.115(2)(b) (b) Animal disease indemnities. A sum sufficient for the payment of animal disease indemnities under ch. 95.
20.115(2)(c) (c) Financial assistance for paratuberculosis testing. The amounts in the schedule for financial assistance for paratuberculosis testing under s. 95.197.
20.115(2)(d) (d) Principal repayment and interest. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing the acquisition, construction, development, enlargement or improvement of department facilities and to make the payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing this acquisition, construction, development, enlargement or improvement.
20.115(2)(g) (g) Related services. The amounts in the schedule for the conduct of services related to service fees. All moneys received from such service fees as are authorized by law shall be credited to this appropriation.
20.115(2)(gb) (gb) Animal health and disease research; gifts and grants. All moneys received from gifts, donations, grants and bequests to carry out the purpose of funding animal health and disease research for which they are made.
20.115(2)(h) (h) Sale of supplies. The amounts in the schedule for the purchase for sale of publications and other informational material, and vaccines, identification tags, seals and tools for livestock and poultry. All moneys received from the sale of those materials and supplies shall be credited to this appropriation.
20.115(2)(ha) (ha) Inspection, testing and enforcement. All moneys received under ss. 93.06 (1f) and (1g), 95.55, 95.60 (5), 95.68, 95.69, 95.71 and 95.715, to be used for animal health inspection and testing and for enforcement of animal health laws.
20.115(2)(i) (i) Mink research assessments. The amounts in the schedule for mink research under s. 95.15. All moneys received under s. 70.425 shall be credited to this appropriation.
20.115(2)(j) (j) Dog licenses, rabies control and related services. The amounts in the schedule to provide dog license tags and forms under s. 174.07 (2), to perform other program responsibilities under ch. 174, to administer the rabies control program under s. 95.21, to help administer the rabies control media campaign and to carry out humane activities under s. 93.07 (11) and ch. 173. All moneys received under ss. 95.21 (9) (c), 173.27 and 174.09 (1) shall be credited to this appropriation.
20.115(2)(k) (k) Animal health contractual services. All moneys received from other state agencies for animal health contractual services, for the performance of those services.
20.115(2)(m) (m) Federal funds. All federal moneys received as authorized by the governor under s. 16.54 for the purposes of the program.
20.115(3) (3)Marketing services.
20.115(3)(a)(a) General program operations. The amounts in the schedule for general program operations.
20.115(3)(c) (c) Export promotion program. The amounts in the schedule for promotion of exports of agricultural products.
20.115(3)(d) (d) Payments to ethanol producers. The amounts in the schedule for payments to ethanol producers under s. 93.75. No funds may be encumbered under this paragraph after June 30, 2006.
20.115(3)(g) (g) Related services. The amounts in the schedule for the conduct of authorized marketing services. All moneys received from authorized fees related to marketing services shall be credited to this appropriation account.
20.115(3)(ga) (ga) Gifts and grants. All moneys received from gifts and grants to carry out the marketing services purposes for which they are made.
20.115(3)(i) (i) Marketing orders and agreements. All moneys received by the department under ch. 96 for the formulation, issuance, administration and enforcement of marketing orders and agreements.
20.115(3)(j) (j) Stray voltage program. The amounts in the schedule for the administration of s. 93.41. All moneys received under s. 196.857 (1m) (b) and (2g) shall be credited to this appropriation.
20.115(3)(ja) (ja) Marketing services and materials. All moneys received from publication sales and service fees authorized by law that are related to marketing, for the publication of informational materials and the provision of services related to marketing.
20.115(3)(jm) (jm) Stray voltage program; rural electric cooperatives. The amounts in the schedule for the administration of s. 93.41. All moneys received under s. 93.41 (3) shall be credited to this appropriation account.
20.115(3)(L) (L) Something special from Wisconsin promotion. The amounts in the schedule for the advertising and promotion of the something special from Wisconsin slogan, mark and logo under s. 93.44. All moneys received from fees under s. 93.44 (4) shall be credited to this appropriation.
20.115(3)(m) (m) Federal funds. All federal moneys received as authorized by the governor under s. 16.54 for the purposes of the program.
20.115(4) (4)Agricultural assistance.
20.115(4)(a)(a) Aid to Wisconsin livestock breeders association. The amounts in the schedule for the purpose of aid to the Wisconsin livestock breeders association for the conduct of junior livestock shows and other livestock educational programs under s. 93.31.
20.115(4)(b) (b) Aids to county and district fairs. The amounts in the schedule to provide state aids to counties and agricultural societies, associations or boards and to incorporated dairy or livestock associations, not to exceed $15,000 per fair as provided in s. 93.23. If the total due the several counties and agricultural societies under this paragraph exceeds the amounts in the schedule, the department shall equitably prorate that amount.
20.115(4)(c) (c) Agricultural investment aids. Biennially, the amounts in the schedule for agricultural research and development grants under s. 93.46 (2) and sustainable agriculture grants under s. 93.47.
20.115(4)(cd) (cd) Federal dairy policy reform. Biennially, the amounts in the schedule to provide assistance to organizations to reform federal dairy pricing policies under s. 93.06 (12).

20.115(4)(d) (d) Farmer tuition assistance grants. Biennially, the amounts in the schedule for farmer tuition assistance grants under s. 93.51 (2) (b).

20.115(7) (7)Agricultural resource management.
20.115(7)(a)(a) General program operations. The amounts in the schedule for general program operations related to agricultural resource management other than agrichemical management.
20.115(7)(b) (b) Principal repayment and interest, conservation reserve enhancement. A sum sufficient to reimburse s. 20.866 (1) (u) for the principal and interest costs incurred in financing the conservation reserve enhancement program under s. 20.866 (2) (wf) and to make the payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing those projects.
20.115(7)(c) (c) Soil and water resource management program. As a continuing appropriation, the amounts in the schedule for the soil and water resource management program under s. 92.14.
20.115(7)(d) (d) Drainage board grants. The amounts in the schedule for grants to drainage boards under s. 88.15. No moneys may be encumbered from this appropriation after June 30, 2004.
20.115(7)(e) (e) Agricultural chemical cleanup program; general fund. Biennially, the amounts in the schedule for reimbursement of corrective action costs under s. 94.73.
20.115(7)(f) (f) Principal repayment and interest; soil and water. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in providing funds for soil and water resource management projects under s. 92.14 and to make the payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing those projects.
20.115(7)(g) (g) Agricultural impact statements. All moneys received by the department under s. 32.035 from the preparation of agricultural impact statements for general program operations.
20.115(7)(ga) (ga) Related services. All moneys received from publication sales and service fees authorized by law that are related to agricultural resource management, from fees under s. 94.50 and from costs paid by municipalities under s. 88.64 (6), for the publication of informational materials and the conduct of services related to agricultural resource management.
20.115(7)(gb) (gb) Agricultural resource management; gifts and grants. All moneys received from gifts, grants and bequests for the agricultural resource management purposes under chs. 88 and 91 to 94 to carry out the purposes for which made.
20.115(7)(gm) (gm) Seed testing and labeling. All moneys received from fees under ss. 94.43 (3) and (4) and 94.45 (3) for seed testing and labeling activities.
20.115(7)(h) (h) Fertilizer research assessments. All moneys collected under ss. 94.64 (4) (a) 2. and 94.65 (6) (a) 3. to be used as provided in s. 94.64 (8m) for fertilizer research. The department may use up to 3.5% of the gross amount collected for administrative expenses incurred by the department to collect moneys under ss. 94.64 (4) (a) 2. and 94.65 (6) (a) 3. Moneys under this paragraph may not be used for any other research or to influence either state or federal legislation.
20.115(7)(ha) (ha) Liming material research funds. All moneys received under s. 94.66 (9) for research on liming materials or crop response to liming materials and other purposes as specified under s. 94.66 (9).
20.115(7)(ja) (ja) Plant protection. All moneys received under s. 94.10 (2), (3) and (3g) for plant protection, including nursery regulation and the detection and control of plant pests.
20.115(7)(k) (k) Agricultural resource management services. All moneys received from other state agencies for agricultural resource management.
20.115(7)(m) (m) Federal funds. All federal moneys received as authorized by the governor under s. 16.54 for agricultural resource management.
20.115(7)(q) (q) Gypsy moth eradication; conservation fund. From the conservation fund, the amounts in the schedule for the department to eradicate gypsy moths under chs. 93 to 100.

20.115(8) (8)Central administrative services.
20.115(8)(a)(a) General program operations. The amounts in the schedule for general program operations to provide central administrative services.
20.115(8)(g) (g) Gifts and grants. Except as provided in subs. (2) (gb), (3) (ga), (4) (i) and (7) (gb), all moneys received from gifts and grants to carry out the purposes for which made.
20.115(8)(ga) (ga) Milk standards program. All moneys received as payment for milk standards produced and used in the calibration and verification of instruments used for milk component testing and related costs for the milk standards program.
20.115(8)(gm) (gm) Enforcement cost recovery. The amounts in the schedule for the purpose of enforcement. Except as provided in s. 93.20 (4), all moneys received by the department pursuant to a court order under s. 93.20 (2) as reimbursement of enforcement costs, or as part of a settlement agreement or deferred prosecution agreement that includes amounts for enforcement costs described in s. 93.20 (3) shall be credited to this appropriation.
20.115(8)(h) (h) Sale of material and supplies. All moneys received from the sale of publications and other informational material and supplies for the preparation of material and purchase of supplies.
20.115(8)(ha) (ha) General laboratory related services. All moneys received from service fees for the performance of general laboratory services under s. 93.06 and other laws under which the department performs testing services. The department may not transfer money from any appropriation under this section to this appropriation.
20.115(8)(hm) (hm) Restitution. All moneys received by the department as court-ordered restitution to victims or payments for other persons represented by the department for the purpose of making the restitution or payments and for the department's costs in administering the restitution or payments, as authorized by court order.
20.115(8)(i) (i) Related services. The amounts in the schedule for the conduct of central administrative services for which service fees are assessed. All moneys received from service fees for central administrative services shall be credited to this appropriation.
20.115(8)(j) (j) Electronic processing. All moneys received under s. 93.06 (1n) to be used for electronic processing authorized under s. 93.06 (1n) (a) and (b).
20.115(8)(k) (k) Computer system equipment, staff and services. The amounts in the schedule for the costs of computer system equipment, staff and services. All moneys received from the department for those purposes shall be credited to this appropriation account.
20.115(8)(kL) (kL) Central services. All moneys received from the department for program-specific services that are performed centrally, except moneys received under par. (km) or (kp), for the purpose of performing those services.
20.115(8)(km) (km) General laboratory services. Biennially, the amounts in the schedule for the costs of the services performed by the department's central laboratory. All moneys received from the department for those services shall be credited to this appropriation.
20.115(8)(kp) (kp) General laboratory services; other agencies. All moneys received from general laboratory service fees from other state agencies for the costs of general laboratory services performed by the department under s. 93.06 (1p).
