Relating to a Proclamation that the Flag of the United States and the Flag of the State of Wisconsin be Flown Half-Staff as a Mark of Respect for the Late Corporal Richard G. Parquette of the Bayfield County Sheriff's Department
WHEREAS, on the morning of September 10, 1996, Corporal Richard G. Parquette was killed in the line of duty; and
WHEREAS, Corporal Parquette served the people of Bayfield County and the people of Wisconsin with distinction and honor;
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by Federal and State law, do hereby order that the flag of the United States and the flag of the State of Wisconsin shall be flown at half-staff at all buildings, grounds and military installations of the State of Wisconsin equipped with such flags beginning forthwith until sundown on September 13, 1996.
IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of Wisconsin to be affixed. Done at the Capitol in the city of Madison this eleventh day of September in the year one thousand nine hundred and ninety-six.

Relating to Issuance of General Obligation Bonds for the Veterans Home Loan Program and Appointment of Hearing Officer
WHEREAS, the State of Wisconsin (the "State") proposes to issue its General Obligation Bonds in an aggregate principal amount not to exceed $30,000,000, for the purpose of financing veterans mortgage loans (the "Bonds"); and
WHEREAS, Section
147(f) of the Internal Revenue Code of 1986, as amended, requires, as a condition of the exception from federal income taxation of interest on the Bonds, that the issuance of the Bonds be approved by the State after a public hearing following reasonable public public notice or by a referendum;
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by virtue of the authority vested in me by the Constitution and the Laws of the State of Wisconsin, do appoint the Secretary of the Wisconsin Department of Veterans Affairs (the "Secretary") as hearing officer to hold a public hearing on the proposed issuance of the Bonds, following reasonable public notice, in accordance with the standards set forth in Section
147(f) of the Internal Revenue Code of 1986, as amended, and direct the Secretary to deliver to the Governor a transcript or summary of the appearances at that hearing.
