(3) Annually, the division shall review the reports and proposed service
11plans submitted by the public library systems under s. 43.17 (5) for conformity with
12this chapter and such rules and standards as are applicable. Upon approval, the
13division shall certify to the department of administration an estimated amount to
14which each system is entitled under this section. Annually on or before December
151 of the year immediately preceding the year for which aids are to be paid, the
16department of administration shall pay each system 75% of the certified estimated
17amount from the appropriation under s. 20.255

(3) (e). The division shall, on or
18before the following April 30, certify to the department of administration the actual
19amount to which the system is entitled under this section. On or before July 1, the
20department of administration shall pay each system the difference between the
21amount paid on December 1 of the prior year and the certified actual amount of aid
22to which the system is entitled from the appropriation under s. 20.255
(1) (3) (e). The
23division may reduce state aid payments when any system or any participant thereof
24fails to meet the requirements of sub. (2). Beginning September 1, 1991, the division
1may reduce state aid payments to any system if the system or any participant in the
2system fails to meet the requirements of s. 43.15 (4).

9school district administrator shall certify to the

11number of children between the ages of 4 and 20 years residing in the school district

13significant sampling techniques that have been approved by the
state
14superintendent department.

15(2) Annually, within 40 days after December 1, the
state superintendent 16department shall ascertain the aggregate amount of all moneys received as income
17in the common school fund prior to that December 1 and shall apportion such amount
18to the school districts in proportion to the number of children resident therein
19between the ages of 4 and 20 years, as shown by the census report certified under sub.
20(1).

21(3) Immediately upon making such apportionment, the
state superintendent 22department shall certify to the department of administration the amount that each
23school district is entitled to receive under this section and shall notify each school
24district administrator of the amount so certified for his or her school district. Within
2515 days after receiving such certification, the department of administration shall
1issue its warrants upon which the state treasurer shall pay the amount apportioned
2forthwith to the proper school district treasurer. All moneys apportioned from the
3common school fund shall be expended for the purchase of library books and other
4instructional materials for school libraries, but not for public library facilities
5operated by school districts under s. 43.52, in accordance with rules promulgated by
6the
state superintendent department. Appropriate records of such purchases shall
7be kept and necessary reports thereon shall be made to the
state superintendent 8department.

(3) Accept collections of private manuscripts, printed materials, tapes,
11films, optical disks
, materials stored in electronic format and artifacts, and it may
12enforce any reasonable restrictions on accessibility to the public, use or duplication
13of said collections which are agreed upon by the donor and the historical society.

(5) Keep its main library and museum rooms open at all reasonable hours
17on business days for the reception of the residents of this state who may wish to visit
18the library or museum. Except as provided under
sub.
subs. (5g) and (5m), the
19historical society may collect a fee for admission to historic sites or buildings
20acquired, leased or operated by the historical society, including areas within state
21parks or on other state-owned lands which incorporate historic buildings,
22restorations, museums or remains and which are operated by the historical society
23by agreement with the department of natural resources or other departments, or for
24lectures, pageants or similar special events, or for admission to defray the costs of
25special exhibits in its several buildings of documents, objects or other materials not
1part of the historical society's regular collections but brought in on loan from other
2sources for such special exhibitions
or for use of the main library. The historical
3society shall take action on a continuing basis to raise funds from private sources for
4the operation of its main library. The historical society may procure and sell or
5otherwise dispose of postcards, souvenirs and other appropriate merchandise to help
6defray the costs of operating its several plants and projects.

(5g) Not charge a fee for use of the main library by any member of the
9historical society, any member of the faculty or academic staff of the University of
10Wisconsin System, any student enrolled in the University of Wisconsin System or
11any other person exempted by rule of the historical society. The historical society
12may not charge a fee for use of the main library by any other person unless the
13historical society submits a fee schedule to the joint committee on finance that
14includes the specific fee to be charged to different categories of persons and an
15identification of any persons exempted by rule of the historical society. The fee
16schedule of the historical society shall be implemented if the committee approves the
17report, or does not schedule a meeting for the purpose of reviewing the report within
1814 working days after receipt of the report.

10amendments, or for a certificate of incorporation of any such society, but the
11secretary of state department of financial institutions shall not accept articles of
12incorporation under this section unless they are approved by the board of curators

20Upon incorporation under this section or acceptance of affiliation by the board of
21curators the applying organization shall as an affiliate accept the provisions and

24board of curators may terminate the affiliation as an affiliate of the historical society
1under this section of any such organization by formal resolution, a copy of which shall
