SJR33,1,1 1Relating to: the life and public service of Charles F. Smith III.
SJR33,1,32 Whereas, Charles F. Smith III was born on July 16, 1918, in Rhinelander,
3Wisconsin, and died on April 17, 2001, in Wausau; and
SJR33,1,64 Whereas, he graduated from Wausau High School in 1935 and earned a B.A.
5degree in 1941 and an LL.B. degree in 1948 from the University of
6Wisconsin-Madison; and
SJR33,1,87 Whereas, during World War II, Mr. Smith served in the U.S. Army, where he
8was a first lieutenant, and fought in the Pacific Theater; and
SJR33,1,109 Whereas, Charles Smith married Joan Sampson on February 8, 1948, in
10Wausau and, subsequently, Joan preceded Charles in death on July 26, 1995; and
SJR33,1,1211 Whereas, Charles was elected to the Wisconsin senate in 1962 and served in the
121963 and 1965 legislative sessions; and
SJR33,1,1413 Whereas, during his tenure in the senate, Charles served as majority caucus
14secretary in 1963 and majority caucus chairman in 1965; and

1Whereas, prior to his tenure in the senate, Mr. Smith served as an alderman
2for 10 years on the Wausau City Council and served as a supervisor for 10 years on
3the Marathon County Board (serving 2 years as its chairman); and
SJR33,2,54 Whereas, Mr. Smith was chairman of the Marathon County Republican Party
5for many years; and
SJR33,2,86 Whereas, Mr. Smith was a member of the Wausau Rotary Club and served as
7its president, and he also served as chairman of the Marathon County Bar
8Association; now, therefore, be it
SJR33,2,12 9Resolved by the senate senate assembly concurring, That the members of
10the Wisconsin legislature commend the devoted public service that Charles F. Smith
11III contributed to this state and his community, express their sorrow at his death,
12and extend their condolences to his family and friends; and, be it further
SJR33,2,17 13Resolved, That the senate chief clerk shall provide copies of this joint
14resolution to Mr. Smith's sister, Elizabeth J. Smith of Wausau, Wisconsin; to his 2
15daughters, Nancy Lampman of Tampa, Florida, and Kathy Martin of Meridan,
16Mississippi; and to his 2 sons, Charles F. Smith IV of Rhinelander, Wisconsin, and
17Richard Smith of Minneapolis, Minnesota.
