ASSEMBLY SUBSTITUTE AMENDMENT 1,
TO ASSEMBLY BILL 388

AB388-ASA1,1,3 1An Act to renumber and amend 15.60 (2); to amend 15.60 (1) and 15.60 (3);
2and to create 15.60 (2) (b) of the statutes; relating to: the composition of the
3government accountability board.
Analysis by the Legislative Reference Bureau
This substitute amendment increases the membership of the Government
Accountability Board by six nonvoting members. The new members include two
former municipal or county clerks, selected by the leadership in both houses and
nominated by the governor with the advice and consent of the senate confirmed, and
one member appointed by each the president of the senate, the speaker of the
assembly, the minority leader of the senate, and the minority leader of the assembly.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB388-ASA1,1 4Section 1. 15.60 (1) of the statutes is amended to read:

115.60 (1) There is created a government accountability board consisting of 6
2persons voting members and 6 nonvoting members. Members shall serve for 6-year
3terms.
AB388-ASA1,2 4Section 2. 15.60 (2) of the statutes is renumbered 15.60 (2) (a) and amended
5to read:
AB388-ASA1,2,136 15.60 (2) (a) All voting members of the board shall be appointed from
7nominations submitted to the governor by a nominating committee to be called the
8governmental accountability candidate committee, which shall consist of one court
9of appeals judge from each of the court of appeals districts. The members of the
10committee shall serve for 2-year terms expiring on March 1. The court of appeals
11judges shall be chosen as members by lot by the chief justice of the supreme court in
12the presence of the other justices of the supreme court. Service on the committee is
13mandatory except as provided in s. 758.19 (9).
AB388-ASA1,3 14Section 3. 15.60 (2) (b) of the statutes is created to read:
AB388-ASA1,2,1615 15.60 (2) (b) The 6 nonvoting members of the board shall be appointed as
16follows:
AB388-ASA1,2,1917 1. The president of the senate, the speaker of the assembly, the minority leader
18of the senate, and the minority leader of the assembly shall each appoint one
19member.
AB388-ASA1,2,2420 2. The legislative leadership of the 2 political parties that received the largest
21number of votes for president shall prepare a list of not more than 3 individuals who
22formerly served as county or municipal clerks such that each political party has
23prepared one list. The governor shall choose one nominee from each list, with the
24advice and consent of a majority of the members of the senate confirmed.

115.60 (3) Each voting member of the board shall be an individual who formerly
2served as a judge of a court of record in this state and who was elected to the position
3in which he or she served.
