Section 45g. 454.08 (1) (ag) of the statutes is created to read:

(1) (ag) The examining board shall promulgate rules specifying the
7chemicals that may be used in the practice of cosmetology, aesthetics, electrology, or
8manicuring outside of a licensed establishment under par. (ar).

(1) (ar) A person may practice cosmetology, aesthetics, electrology, or
11manicuring outside of a licensed establishment if all of the following apply:

1. The person owns, manages, is employed by, or is affiliated with an
13establishment that is licensed to provide that service under sub. (2).

12. The person obtains a mobile practice permit under s. 454.085 and displays
2that permit at the location where cosmetology, aesthetics, electrology, or manicuring
3is practiced.

3. The person displays the certificate furnished to the person under s. 454.06
5(7) at the location where cosmetology, aesthetics, electrology, or manicuring is
6practiced.”.

Section 48m. 454.085 of the statutes is created to read:

10454.085 Mobile practice permits.
(1) No person may practice cosmetology,
11aesthetics, electrology, or manicuring outside of a licensed establishment unless the
12person is granted a permit under this section.

13(2) An application for a permit under this section shall be submitted to the
14examining board on a form provided by the examining board and shall include an
15annual fee determined by the examining board.

16(3) The examining board shall grant a permit under this section to each person
17who submits an application and pays the fee under sub. (2).

18(4) A permit granted under this section is valid from the date on which the
19examining board grants the permit to the first December 31 following the date of
