1An Act to amend 20.370 (4) (mw); to create 20.370 (1) (mw), 20.370 (6) (es),
220.370 (6) (et) and 20.370 (6) (eu) of the statutes; relating to: Department of
3Natural Resources PFAS program funding and making an appropriation.

This bill appropriates a total of $132,282,956 from the segregated PFAS fund to the Department of Natural Resources for the following purposes: $1,619,456 for general operations related to PFAS within DNR’s fish, wildlife, and parks program; $79,522,500 for a new PFAS community grant program; $5,250,000 for a new airport PFAS grant program; $35,000,000 for the well compensation grant program; and $10,891,000 for required activities relating to PFAS for which funding is not otherwise provided.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
AB130-ASA1,14Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place,
5insert the following amounts for the purposes indicated:
AB130-ASA1,216Section 2. 20.370 (1) (mw) of the statutes is created to read:
AB130-ASA1,2,201720.370 (1) (mw) General program operations - PFAS. As a continuing
18appropriation, from the PFAS fund, the amounts in the schedule for addressing and
19preventing perfluoroalkyl and polyfluoroalkyl substances contamination in this
20state.
AB130-ASA1,321Section 3. 20.370 (4) (mw) of the statutes is amended to read:
AB130-ASA1,3,22220.370 (4) (mw) General program operations - PFAS. From the PFAS fund, as
23a continuing appropriation, the amounts in the schedule for addressing and
24preventing perfluoroalkyl and polyfluoroalkyl substances contamination in this

1state activities required under 2025 Wisconsin Act .... (2025 Senate/Assembly Bill
2.... (LRB-2168/1)) for which moneys are not otherwise appropriated.
AB130-ASA1,43Section 4. 20.370 (6) (es) of the statutes is created to read:
AB130-ASA1,3,7420.370 (6) (es) Environmental aids - PFAS community grant program; PFAS
5fund. As a continuing appropriation, from the PFAS fund, the amounts in the
6schedule to provide financial assistance under s. 292.74 to municipalities for
7activities to address perfluoroalkyl and polyfluoroalkyl substances contamination.
AB130-ASA1,58Section 5. 20.370 (6) (et) of the statutes is created to read:
AB130-ASA1,3,13920.370 (6) (et) Environmental aids - Airport PFAS grant program; PFAS fund.
10As a continuing appropriation, from the PFAS fund, the amounts in the schedule to
11provide financial assistance under s. 292.76 to owners or operators of public-use
12airports for activities to address perfluoroalkyl and polyfluoroalkyl substances
13contamination.
AB130-ASA1,614Section 6. 20.370 (6) (eu) of the statutes is created to read:
AB130-ASA1,3,181520.370 (6) (eu) Environmental aids - compensation for well contamination and
16abandonment; PFAS fund. As a continuing appropriation, from the PFAS fund, the
17amounts in the schedule to provide financial assistance under s. 281.75 (9m) for
18wells contaminated with perfluoroalkyl or polyfluoroalkyl substances.
AB130-ASA1,719Section 7. Fiscal changes.
AB130-ASA1,3,2320(1) In the schedule under s. 20.005 (3) for the appropriation to the department
21of natural resources under s. 20.370 (4) (mw), the dollar amount for fiscal year
222025-26 is increased by $10,413,000 and the dollar amount for fiscal year 2026-27 is
23increased by $478,000 for the purpose for which the appropriation is made.
