AJR105,1,63Whereas, on September 25, 1789, the Bill of Rights was proposed by the U.S.
4Congress and, led by the First Amendment, has both been a pillar of our nation's
5government and provided a framework for the American project that continues to
6this day; and
AJR105,1,117Whereas, the First Amendment to the Constitution specifies that Congress
8shall make no law respecting an establishment of religion or prohibiting the free
9exercise thereof; or abridging the freedom of speech, or of the press; or the right of
10the people peaceably to assemble, and to petition the Government for a redress of
11grievances; and
AJR105,1,1412Whereas, throughout our nation’s history, the First Amendment has allowed
13citizens to express their grievances and speak both truthfully and honestly, without
14fear of government interference; and

1Whereas, the powers enumerated by the First Amendment allowed significant
2historical progress, such as the Abolitionist, Civil Rights, and Women’s Suffrage
3movements; and
AJR105,2,64Whereas, advances in technology have enabled the public to express
5themselves in an unprecedented capacity through social media, and the First
6Amendment continues to protect their right to speak freely; and
AJR105,2,87Whereas music, film, literature, comedy, and other forms of art are also
8protected under the First Amendment; and
AJR105,2,109Whereas, we must never forget the recognition by the framers of the U.S.
10Constitution that free speech is fundamental to a thriving democracy; and

12families contribute in defense of these rights; now, therefore, be it

14State Legislature recognizes September 25, 2025, as First Amendment Day for all
15people of Wisconsin.
