SPS 318.1800 SPS 318.1800 Changes, additions or omissions to ASME A18.1. Changes, additions or omissions to the ASME A18.1 are specified in this subchapter and are rules of the department and are not requirements of the ASME A18.1.

SPS 318.1801 SPS 318.1801 Scope.
SPS 318.1801(1)(1)Equipment covered by this standard. Substitute the following wording for the requirements in ASME A18.1 section 1.1: The scope and application requirements for equipment covered by this code shall be as specified in ss. SPS 318.1002 and 318.1003.
SPS 318.1801 Note Note: Vertical platform lifts, inclined wheelchair lifts and stairway chairlifts may be used as permitted in the building code.
SPS 318.1801 Note Note: Under s. 101.13 (1), Stats., "access" means the physical characteristics of a place which allow persons with functional limitations caused by impairments of sight, hearing, coordination or perception of persons with semi-ambulatory or nonambulatory disabilities to enter, circulate within and leave a place of employment or public building and use the public toilet facilities and passenger elevators in the place of employment or public building without assistance.
SPS 318.1801(2) (2)Definitions. Substitute the following definitions for the corresponding definitions in ASME A18.1 section 1.3:
SPS 318.1801(2)(a) (a) "Authority having jurisdiction" means the department.
SPS 318.1801(2)(b) (b) "Building code" has the meaning given in s. SPS 318.1004 (5).

SPS 318.1802 SPS 318.1802 Vertical platform lifts.
SPS 318.1802(1) (1)Runway enclosure provided. This is a department rule in addition to the requirements in ASME A18.1 section 2.1.1.7: The grab rails shall not project more than 4 inches from the platform side wall.
SPS 318.1802(2) (2)Partial runway enclosure provided. This is a department rule in addition to the requirements in ASME A18.1 section 2.1.2.8: The grab rails shall not project more than 4 inches from the platform side wall.
SPS 318.1802(3) (3)Runway enclosure not provided. The requirements in ASME A17.1 section 2.1.3 are not included as part of this chapter.
SPS 318.1802(4) (4)Lower level access ramps and pits. Substitute the following wording for the requirements in ASME A18.1 section 2.1.5:
SPS 318.1802(4)(a) (a) Pits. Lifts conforming to ASME A18.1 sections 2.1.1 or 2.1.2 may have a pit.
SPS 318.1802(4)(b) (b) Ramps. Any difference in elevation between the floor of the platform lift and floor level of the building shall be overcome by ramps complying with the building code.
SPS 318.1802(5) (5)Electrical equipment. Substitute the following wording for the requirements in ASME A18.1 section 2.1.6.2: Electrical equipment shall comply with ch. SPS 316.
SPS 318.1802(6) (6)Platform size. Substitute the following wording for the requirements in ASME A18.1 section 2.6.5:
SPS 318.1802(6)(a) (a) Size of platform. Except as specified in par. (b), the net platform area of a lift shall have a minimum clear width of 36 inches and a minimum clear length of 54 inches. The net inside platform area shall not exceed 18 square feet. Platform lift controls may not project more than 4 inches from the platform side wall measured between a minimum of 30 inches to a maximum of 48 inches above the platform floor. The minimum platform width between allowed projections shall not be less than 32 inches.
SPS 318.1802(6)(b) (b) Side entrance platforms. The net platform area for platform lifts with side doors shall have not more than 18 square feet with a minimum clear width of 39 inches and minimum clear length of 60 inches.
SPS 318.1802(7) (7)Limitation of load, speed and travel. Substitute the following wording for the requirements in ASME A18.1 section 2.7.1: A vertical wheelchair lift shall comply with all of the following:
SPS 318.1802(7)(a) (a) Rated load. The rated load shall be at least 750 lbs.
SPS 318.1802(7)(b) (b) Sustaining and lowering a load. The lift shall be capable of sustaining and lowering a load as specified in ASME A18.1 Figure 9.7.
SPS 318.1802(7)(c) (c) Rated speed. The rated speed shall not exceed 30 feet per minute.
SPS 318.1802(8) (8)Operating devices and control equipment.
SPS 318.1802(8)(a)(a) Operation. Substitute the following wording for the requirements in ASME A18.1 section 2.10.1: Platform lifts shall comply with all of the following:
SPS 318.1802(8)(a)1. 1. Operation of the lift from the landing and from the platform shall be controlled by continuous-pressure type switches. The operating devices shall be designed so that both the up and down circuits cannot be operated at the same time.
SPS 318.1802(8)(a)2. 2. Control switches at the landings shall comply with the requirements under ICC/ANSI A117.1 sections 407.2.1 and 407.2.1.1 to 407.2.1.4.
SPS 318.1802(8)(a)3. 3. Floor designations shall comply with the requirements under ICC/ANSI A117.1 section 407.2.3.1.
SPS 318.1802(8)(a)4. 4. Lift control switches on the platform shall comply with the requirements under ICC/ANSI A117.1 section 407.4.6.2 and 407.4.7.1.1 to 407.4.7.1.3.
SPS 318.1802(8)(a)5. 5. Emergency communications shall comply with the requirements under ICC/ANSI A117.1 section 407.4.10.2.

SPS 318.1802(8)(b) (b) Electrical equipment and wiring. Substitute the following wording for the requirements in ASME A18.1 sections 2.10.9.1 and 2.10.9.2: Electrical equipment shall comply with ch. SPS 316.
SPS 318.1802(8)(c) (c) Manual operation. Substitute the following wording for the requirements in ASME A18.1 section 2.10.10: Means shall be provided to permit authorized personnel from a position outside of the runway enclosure to raise or lower the platform manually in the event of power failure, unless standby power is provided.
SPS 318.1802(9) (9)Emergency signals. Substitute the following wording for the requirements in ASME A18.1 sections 2.11, 2.11.1 and 2.11.2:
SPS 318.1802(9)(a) (a) Authorized personnel continuously available on site. In buildings where authorized personnel are continuously available on site, lifts shall be provided with an audible signaling device, operable from the emergency stop switch, marked also with "ALARM" or from a separate switch marked "ALARM" which is located in or adjacent to the platform operating panel. The switch marked "ALARM" shall illuminate when actuated. The audible signaling device shall comply with all of the following:
SPS 318.1802(9)(a)1. 1. Have a rated sound pressure rating of not less than 80 dBA and no more than 90 dBA at 10 feet (3 m).
SPS 318.1802(9)(a)2. 2. Respond without delay after the switch has been activated.
SPS 318.1802(9)(a)3. 3. Be located inside the building and audible inside the platform and outside the runway.
SPS 318.1802(9)(b) (b) Authorized personnel not available. In buildings where authorized personnel are not continuously available within the building, the platform shall be provided with a means within the platform for communicating with or signaling to authorized personnel responsible for taking appropriate action. The communications or signaling means shall remain operable during a failure of the normal building power supply. The power source shall be capable of providing for the operation of all of the following:
SPS 318.1802(9)(b)1. 1. The audible signaling device and illumination of the alarm switch or visual identification for at least one hour.
SPS 318.1802(9)(b)2. 2. The signaling and communications means for at least four hours.

SPS 318.1803 SPS 318.1803 Inclined platform lifts.
SPS 318.1803(1) (1)Runways.
SPS 318.1803(1)(a)(a) Means of egress. Substitute the following wording for the requirements in ASME A18.1 section 3.1.1: Lifts shall be installed so that the means of egress is maintained as required in the building code. The minimum means of egress width shall be measured with the lift in its operational position.

SPS 318.1803(1)(b) (b) Ramps. Substitute the following wording for the requirements in ASME A18.1 section 3.1.4: Any difference in elevation between the floor of the platform lift and the floor level of the building shall be overcome by ramps complying with the building code.
SPS 318.1803(1)(c) (c) Electrical equipment and wiring. Substitute the following wording for the requirements in ASME A18.1 section 3.1.6: Electrical equipment shall comply with ch. SPS 316.
SPS 318.1803(2) (2)Platform area. Substitute the following wording for the requirements in ASME A18.1 section 3.6.4:
SPS 318.1803(2)(a) (a) The net platform area for a lift complying with ASME A18.1 section 3.6.8.1 shall have a minimum clear width of 36 inches and a minimum clear length of 54 inches.
SPS 318.1803(2)(b) (b) The net platform area of a lift complying with ASME A18.1 section 3.6.8.2 shall not exceed 12 square feet and shall have a minimum clear width of 30 inches and a minimum clear length of 48 inches.
SPS 318.1803(3) (3)Capacity, load, speed, and angle of inclination.
SPS 318.1803(3)(a)(a) Limitations of capacity, load, and speed. Substitute the following wording for the requirements in ASME A18.1 section 3.7.1:
SPS 318.1803(3)(a)1. 1. An inclined platform lift shall be limited to serve 3 stops and 2 consecutive stories.
SPS 318.1803(3)(a)2. 2. The capacity shall be one person.
SPS 318.1803(3)(a)3. 3. The rated load shall be not less than 450 pounds and not greater than 750 pounds. The lift shall be capable of sustaining and lowering a load as specified in ASME A18.1 Figure 9.7.
SPS 318.1803(3)(a)4. 4. The rated speed measured along the incline shall not exceed 30 feet per minute.
SPS 318.1803(3)(b) (b) Capacity plate. This is a department rule in addition to the requirements in ASME A18.1 section 3.7.3: A sign stating the capacity of the lift shall be posted at each landing or on the lift in a conspicuous location. Lettering for this sign shall be a minimum of one-inch high and shall comply with ICC/ANSI A117.1 section 703.3.
