Notice is hereby given that the Wisconsin Department of Commerce (Department) has prepared a Final Environmental Impact Statement (FEIS) on the proposed ch. Comm 83, Wis. Adm. Code, and related rules concerning regulation of private onsite wastewater treatment systems.

Analysis
Pursuant to s. Comm 107.08(1), Wis. Adm. Code, the Department will hold a public hearing on the Final Environmental Impact Statement. This hearing will be conducted in the same manner as a contested case proceeding under ch. 227, Stats. This hearing will be conducted in the manner of a Class 1 proceeding to the limited extent necessary to comply with the provisions of ch. Comm 107, Wis. Adm. Code. The matters asserted are that the hearing will be an opportunity for the public and interested persons to provide their comments to FEIS within the provisions of ch. Comm 107, Wis. Adm. Code.

Written Comments
Interested parties are invited to appear at the hearing and will be afforded the opportunity of making an oral presentation of their positions. People making oral presentations are requested to also submit their facts and views in writing. Written comments from parties unable to attend the public hearing, or who wish to supplement testimony offered at the hearing, may be submitted no later than October 9, 1998. Any such comments should be submitted to Robert Langstroth at the address noted above. Written comments will be given the same consideration as testimony presented at the public hearing. People submitting comments will not receive individual responses. After the expiration of the comment period, the Department will carefully review, summarize, and weigh the comments and will enter a final decision in writing.
