Notice of State Implementation Plan Submittal to Legislature
for 2012 Particulate Matter National Ambient Air Quality Standards
On May 12, 2015, the Wisconsin Department of Natural Resources (WDNR) submitted to the standing committees of the legislature with jurisdiction over environmental matters under s. 13.172 (3), Wis. Stats., a report describing WDNR’s proposal to submit a revision to Wisconsin’s State Implementation Plan (SIP) for air quality to the U.S. Environmental Protection Agency (EPA). The WDNR is requesting that the U.S. EPA approve Wisconsin’s infrastructure SIP for the 2012 particulate matter National Ambient Air Quality Standards (NAAQS). Pursuant to Section 110(a) of the federal Clean Air Act (CAA), states are required to submit an infrastructure SIP to confirm that WDNR has sufficient authorities and resources to implement, maintain, and enforce the revised NAAQS. The purpose of this proposed SIP revision is to comply with Section 110(a) of the CAA. The proposed SIP revision does not include any changes to Wisconsin’s administrative rules. The U.S. EPA revised the NAAQS for particulate matter in 2012, effective on March 18, 2013 [78 FR 3086]. The draft infrastructure SIP that the WDNR plans to submit to the U.S. EPA is included in the report.
