NOTICE OF PRELIMINARY PUBLIC HEARING AND COMMENT PERIOD
NOTICE IS HEREBY GIVEN that pursuant to the authority given in s. 115.28 (7) (c) Stats., the Department of Public Instruction will hold a preliminary public hearing and comment period as permitted in s. 227.136 (2), Stats., to consider promulgation of administrative rules under two separate statements of scope on proposed administrative rules:
A rule to amend ch. PI 34; relating to changes to licensure for educational interpreters, and
A rule to amend ch. PI 34; relating to changes to licensure for orientation and mobility specialists.
Date and Time: Thursday, April 4th, 2019, from 10:00 a.m. to 11:00 a.m.
Location: GEF 3 Building, Room 041, 125 South Webster St., Madison, WI 53703
Pursuant to s. 227.135 (1), Stats., a statement of scope is prepared in advance of any rule that an agency plans to promulgate, and shall include a description of the objective the rule, a description of existing policies relevant to the rule and an analysis of policy alternatives, the statutory authority for the rule, estimates of the amount of time that is expected to develop the rule, a description of entities affected by the rule, and a summary of any federal regulation that is intended to address the activities to be regulated by the rule. Pursuant to s. 227.136 (7), Stats., a preliminary public hearing and comment period on a statement of scope does not relieve the agency of its obligation to hold an agency hearing on proposed rules under s. 227.16, Stats., after proposed rules are available for review.

Appearances at the Hearing and Submittal of Written Comments
Interested persons are invited to appear at the hearing and will be afforded the opportunity to make a presentation of their position on the proposed rule orally or in writing. The purpose of this hearing to consider public testimony on the scope statement under consideration. Questions or comments about the scope statement under consideration may be posed and will be duly recorded.
Individuals who are unable to attend the hearing but would like to submit written comments may do so via the Department’s form for submitting comment at https://goo.gl/forms/uLrBmCvdwxU0U3it1. Questions or additional testimony may be accepted by using the contact information below. Written comments on the statement of scope received no later than April 8, 2019, will be given the same consideration as testimony presented at the hearing.
