Notice of Hearing
The Department of Natural Resources announces that it will hold a public hearing on a permanent rule, WM-26-18, to revise ch. NR 10, relating to 2019 migratory bird hunting season framework, at the time and place shown below.

Rule Information:
These rules may modify season dates, bag limits, and other regulations for the duck and goose hunting seasons, most of which begin in September. These seasons are part of the federal migratory bird season frameworks and the United States Fish and Wildlife Service (USFWS) needs to be informed of the State of Wisconsin Natural Resources Board decisions on these seasons in the spring season of 2019.
This rule will eliminate the Horicon Canada goose management zone consistent with options available under the federal framework for Wisconsin in 2019.
This rule will expand the light goose (snow and Ross’s geese) season to include Sept. 1 – Sept. 15 for a 107-day light goose season consistent with the frameworks established by the USFWS.
This rule will utilize 2 splits (closures) in the South Zone regular Canada goose season to extend the season over the Christmas and New Year’s Holidays.
This rule will increase the length of the early teal season to 9 days.
This rule would reduce the daily bag limit for pintails from two to one.
This rule will increase the daily bag limit for black ducks from one to two.
The proposed modifications included in this rule order are consistent with the parameters and
guidelines which are annually established by the USFWS in 50 CFR 20. Additional rule
provisions may be added following finalization of the federal migratory bird season framework
by the service.

Appearances at the Hearing and Submittal of Written Comments
The public has the opportunity to testify at the hearing. Registration will take place at the hearing by completing a Hearing Appearance form, which will be provided. Comments on the proposed rule must be received on or before June. 5. The Hearing Appearance form also can be used for submitting a written comment at the hearing. Written comments may be submitted by U.S. mail, fax, E-mail, or through the internet and will have the same weight and effect as oral statements presented at the public hearing. Initial Regulatory Flexibility Analysis: These rules are applicable to individual sportspersons and impose no compliance or reporting requirements for small businesses, and no design or operational standards are contained in the rule. Because this rule does not add any regulatory requirements for small businesses, the proposed rules will not have an economic impact on a substantial number of small businesses under s. 227.24(3m) Stats.
