Summary of Comments by Legislative Review Committees
On March 3, 2020, the Assembly Committee on Public Benefit reform held a public hearing on CR 18-016 and requested that the department include additional detail in the rule from program policy on approving extensions to the lifetime limit based on local labor market conditions.
On April 6, 2020, the Department of Children and Families submitted a germane modification to CR 18-016 pursuant to s. 227.19 (3) (b) 3., Stats. The germane modification revises s. DCF 101.095 (5) (a) 4. to codify current Wisconsin Works policy for approval of extensions to the lifetime limit in situations where local labor market conditions preclude a reasonable job opportunity.
The germane modification also revises the effective date clause to provide an implementation date that better accommodates the necessary automated systems changes and mitigates identified risks to the project timeline due to the COVID-19 public health emergency.
