The Department of Natural Resources announces that it will hold a public hearing on a permanent rule to revise ch. NR 12, relating to wildlife damage and abatement, at the time and place shown below. Hearing Information

Rule Information:
These rule changes are proposed to update administrative code language in Chapter NR 12. These updates will primarily be clarifying in nature with some substantive changes. Specifically, these rules will:
Clarify eligibility requirements for filing a monetary claim under the wildlife damage claims and abatement program.
Clarify allowable weapon types on nuisance and agriculture damage permits
Update county reimbursement procedures, conditions of animal removal permits, clarify permanent abatement options, and more clearly define expectations for enrollee cooperation.
Require that enrollees be responsive to requests for hunting access and that hunting access cannot be reserved in advance.
Align state rules with federal rules, including the Migratory Bird Treaty Act.
Update the list of species for which permits are and are not required for animal control work.
Update the criteria and conditions required in order to issue damage or nuisance removal permits including license and stamp requirements and hunter and trapper education requirements.
Amend criteria for deer harvest objective waivers.
Clarify standard definitions used for wildlife damage and nuisance program implementation.Accessibility

Appearances at the Hearing and Submittal of Written Comments
The public has the opportunity to testify at the hearing. Registration will take place at the hearing by completing a Hearing Appearance form, which is available here Hearing Appearance form. Pre-registration is strongly encouraged if you plan to provide spoken comments during the hearing. To pre-register, please download and complete the fillable Hearing Appearance form and send it to scottr.karel@wisconsin.gov. Comments on the proposed rule must be received on or before August 9, 2024. Written comments may be submitted by U.S. mail, E-mail, or through the internet and will have the same weight and effect as oral statements presented at the public hearing.

Initial Regulatory Flexibility Analysis: These rules, and the legislation which grants the department rulemaking authority, will have no effect on the private sector or small businesses. These rules are applicable to individual sportspersons and impose no compliance or reporting requirements for small businesses.
