1995 WISCONSIN ACT 323
An Act relating to: granting professional counselor certificates to certain persons.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
323,1 Section 1 . Nonstatutory provisions.
(1)  Waiver of professional counselor certification requirements. Notwithstanding 1991 Wisconsin Act 160, section 21 (2) (f), and section 457.12 of the statutes, the professional counselor section of the examining board of social workers, marriage and family therapists and professional counselors shall grant a professional counselor certificate under section 457.12 of the statutes to an individual who satisfies all of the following:
(a)  He or she applied for a professional counselor certificate under 1991 Wisconsin Act 160, section 21 (2) (f).
(b)  His or her application for a professional counselor certificate under 1991 Wisconsin Act 160, section 21 (2) (f), was denied by the professional counselor section of the examining board of social workers, marriage and family therapists and professional counselors.
(c)  He or she submits, no later than the first day of the 13th month beginning after the effective date of this paragraph, evidence satisfactory to the professional counselor section of the examining board of social workers, marriage and family therapists and professional counselors that, on the date that he or she applied for a professional counselor certificate under 1991 Wisconsin Act 160, section 21 (2) (f), he or she either satisfied the criteria specified under section HSS 61.96 (2) and (3), Wisconsin Administrative Code, for being a mental health professional, or was employed as a mental health professional under section HSS 61.96 (2), Wisconsin Administrative Code, at an outpatient facility certified by the department of health and social services as a psychotherapy provider for purposes of medical assistance reimbursement.
