1997 WISCONSIN ACT 121
An Act to repeal 45.25 (4) (d) and 45.396 (10); to amend 45.397 (2) (a) and 45.74 (7); and to create 45.385 of the statutes; relating to: veterans part-time classroom study, veterans tuition and fee reimbursement, veterans retraining grants, authority to construct and operate residential, treatment and nursing care facilities in southeastern Wisconsin, veterans health care aid grants and veterans housing loans.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

Section 1
. 45.25 (4) (d) of the statutes is repealed.

Section 2
. 45.385 of the statutes is created to read:
45.385 Veterans residential, treatment and nursing care facilities. Subject to authorization under ss. 13.48 (10) and 20.924 (1), the department of veterans affairs may construct or renovate and operate residential, treatment and nursing care facilities in southeastern Wisconsin and may employ such personnel as are necessary for the proper management of the facilities. The department may acquire by gift, purchase or condemnation lands necessary for the purposes of the facilities. Title to any properties acquired under this section shall be taken in the name of this state. Every deed of conveyance shall be immediately recorded in the office of the proper register of deeds and filed with the secretary of state.

. 45.396 (10) of the statutes, as created by 1997 Wisconsin Act 27, is repealed.

. 45.397 (2) (a) of the statutes, as affected by 1997 Wisconsin Act 27, is amended to read:
45.397 (2) (a) The veteran is enrolled in a training course in a technical college in the state or in a proprietary school approved by the educational approval board under s. 39.51 in the state under ch. 38 or is engaged in a structured on-the-job training program that meets program requirements promulgated by the department by rule.

. 45.74 (7) of the statutes, as created by 1997 Wisconsin Act 27, is amended to read:
45.74 (7) (title) Price-of-home Amount of loan limitation. The price amount of the home loan exceeds 2.5 times the median price of a home in this state if the person is applying for a loan for the purchase of a home. The department shall promulgate a rule establishing
establish the median price of a home in this state for each fiscal year that is determined by using the most recent housing price index generated by the Wisconsin Realtors Association before July 1.

Section 5m.
Nonstatutory provisions.
(1) The department of veterans affairs may provide a health care aid grant under section 45.351 (1j) of the statutes to any person who meets all of the following conditions:
(a) The person would have been eligible for a grant under section 45.351 (1j) of the statutes during the period from July 1, 1997, to October 13, 1997, if that section of the statutes had been in effect during that period.
(b) The person submits an application to the department of veterans affairs within 60 days after the effective date of this paragraph.

Initial applicability.
(1) The treatment of section 45.74 (7) of the statutes first applies to applications received by the department of veterans affairs on the effective date of this subsection.
