1997 WISCONSIN ACT 243
An Act to amend 287.42 (5); and to create 287.22 (2) (gm) of the statutes; relating to: recovered materials and the recycling of used engine oil filters.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

Section 1
. 287.22 (2) (gm) of the statutes is created to read:
287.22 (2) (gm) Develop recommendations, advise and assist county and municipal officials and the automotive service industry to promote the recycling of oil filters used in motor vehicles and other machinery.

. 287.42 (5) of the statutes, as affected by 1997 Wisconsin Act 27, is amended to read:
287.42 (5) In consultation with the council on recycling, annually establish a list of materials recovered from solid waste for which financial assistance may be provided under this subchapter, which shall include the materials specified in s. 287.07 (3) and other materials that the board determines create opportunities to recycle and reduce the amount of materials deposited in landfills, as defined in s. 289.01 (20), based on the board's analysis of current and future markets for materials recovered from solid waste. The list shall give priority to materials specified in s. 287.07 (3) that will support community recycling efforts.

Nonstatutory provisions.
(1) By December 31, 1999, the council on recycling shall report to the appropriate standing committees of the legislature, as determined by the presiding officer of each house, under section 13.172 (3) of the statutes, concerning the effectiveness of voluntary measures to promote the recycling of oil filters used in motor vehicles and other machinery. The report shall contain recommendations to increase recycling of oil filters used in motor vehicles and other machinery.
