1999 WISCONSIN ACT 110
An Act to amend 341.08 (1m), 341.08 (2) (a) and (am), 341.08 (2) (a) and (am), 341.17 (9) (a) 3. and 961.55 (1) (d) 2.; and to create 341.10 (15) of the statutes; relating to: requiring motor vehicle owners to include their birth dates on applications for motor vehicle registration and forfeiture of vehicles involved in certain drug crimes.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
110,1 Section 1. 341.08 (1m) of the statutes, as affected by 1999 Wisconsin Act .... (Assembly Bill 315), is amended to read:
341.08 (1m) The forms for application for original registration and for renewal of registration under sub. (1) shall include the information required under s. 85.103 (2) and the applicant's birth date.
110,2 Section 2. 341.08 (2) (a) and (am) of the statutes are amended to read:
341.08 (2) (a) The name and birth date of the owner.
(am) If the owner under par. (a) is a lessee, the name and birth date of the lessor.
110,3g Section 3g. 341.17 (9) (a) 3. of the statutes, as affected by 1999 Wisconsin Act .... (Assembly Bill 315), is amended to read:
341.17 (9) (a) 3. "Personal identifier" has the meaning given in s. 85.103 (1) and includes a birth date submitted under s. 341.08.
110,3m Section 3m. 961.55 (1) (d) 2. of the statutes is amended to read:
961.55 (1) (d) 2. No vehicle is subject to forfeiture under this section by reason of any act or omission established by the owner thereof to have been committed or omitted without the owner's knowledge or consent. This subdivision does not apply to any vehicle owned by a person who is under 16 years of age on the date that the vehicle is used, or is intended for use, in the manner described under par. (d) (intro.), unless the court determines that the owner is an innocent bona fide owner;
110,5m Section 5m. Initial applicability.
(1) The treatment of section 961.55 (1) (d) 2. of the statutes first applies to vehicles used, or intended for use, on the effective date of this subsection in the manner described under section 961.55 (1) (d) 2. of the statutes.
110,6 Section 6. Effective date.
(1) This act takes effect on the first day of the 7th month beginning after publication.
